The Department of Economic Security, Division of Child Support Services (DCSS) is seeking an experienced and highly-motivated individual to join our team as an Employee Relations Supervisor. This role manages all Human Resources (HR) activities and functions in Employee Relations (ER), Talent Acquisition, Classification and Compensation, and Operations. This position supervises a team of HR professionals and provides support and guidance to Division management and employees in matters of performance, progressive discipline, employee rights, problem resolution, operations, and organizational development.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

  • Manage the day-to-day operations of the Human Resources (HR) Employee Relations (ER) team performing work of considerable difficulty with high attention to detail and confidentiality.
  • Evaluate workloads, determine assignments, and resolve problems and questions regarding work methods.
  • Oversee and/or provide advice and counsel to division management and employees in matters of ER, Talent Acquisition, personnel actions, compensation and classification, and position control.
  • Conduct employee relations investigations and provide guidance to managers/supervisors/employees regarding employee relations issues, performance management, conflict resolution, and employee engagement.
  • Travel statewide to conduct ER Presentations and coaching sessions related to best practices and procedures.
Knowledge, Skills & Abilities (KSAs):

Knowledge in:

  • Federal and State laws, rules, regulations, policies, and procedures related to work assignment.
  • Current principles, practices, and methods used in the administration of a large Employee Relations program.
  • Progressive discipline and performance management and improvement systems.
  • Knowledge of computer and computer software.

Skills in:

  • Communicate effectively through oral and written mediums, including public speaking.
  • Effectively direct large and centralized administrative services.
  • Resolve complex problems in the area of assignment and establish and maintain relationships.
  • Leadership and supervisory techniques.
  • Design and deploy HR initiatives to assigned agency/staff develop and implement various improvement initiatives for assigned programs.

Ability to:

  • Analyze specific problem situations and determine acceptable solutions within the framework of laws, rules, and regulations.
  • Persuade and apply reason persuasively to resolve employee relations issues.
  • Problem solve, perform research, collect and analyze data, and report information.
  • Demonstrate continuous effort to improve operations and streamline work processes.
