Human Resources Consultant

Job Description

Weekly hybrid working arrangements with minimum 2 days in office and maximum 3 days remote work. Must be able to report to an office location in Denver, Pueblo, or Grand Junction. Work arrangements are subject to change at any time. The role involves acting as an internal consultant by analyzing and recommending human resource solutions for issues identified within assigned programs and client groups.

Consults with program leaders and guides employee relations concerns by using local, state, and federal laws, in addition to State Personnel Board Rules, Partnership Agreements, and Side Entity Agreements. Coaches and provides counseling to agencies in a variety of platforms: one-on-one training, attending program leader meetings, and facilitating CDHS Open Houses. Works with supervisor, manager, and/or the Attorney General's office on personnel matters that are complex in nature and that may need additional support for guidance on program decision-making.

Manages work through the E&LR Case File Management process and is responsible for keeping cases up-to-date.

Minimum Qualifications , Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

  • Six (6) years of relevant experience in Human Resources including Talent Acquisition and Job Evaluation
  • OR
  • A combination of related education in Human Resources and/or experience in Human Resources including Talent Acquisition and Job Evaluation or similar field equal to six (6) years.

Conditions of Employment:

  • The incumbent of this position must pass the State Personnel Certification Program for Job Evaluation and the Selection Process.
  • Standard background check: ALL CDHS employees (non-direct contact): CBI name check, ICON Colorado court database, Medicare fraud database, Reference checks, Professional License verification (licensure requirements), and drug screen (commercial Driver's license)
  • This position requires State of Colorado residency at the time of application (unless otherwise identified in the posting), and residency within the state throughout the duration of employment in this position
  • On occasion, this position is required to travel to facilities and off-site as requested by programs and/or HR leadership.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must:
  • Disclose that information on the application.
  • Explain why the prior termination or resignation should not disqualify you from the current position.
  • Provide your employee number from your prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination, and failure to provide this information will disqualify the applicant from future State employment with CDHS.
