JOB SUMMARY

Serves as the initial point of contact for County employees and management on personnel matters, providing guidance and interpretation of Human Resources policies, discipline, and for EEO-related discrimination, retaliation, and harassment matters. Provides consultation on performance management, standards of conduct, leave practices, and mediating conflict in the workplace in accordance with all applicable laws, policies, and ordinances. Coordinates and facilitates various Employee Relations/EEO activities, programs, and trainings.

Employee Relations (ER) professionals act as a bridge between management and staff, addressing workplace issues, mediating disputes, and promoting a respectful, inclusive environment. EEO specialists ensure compliance with federal, state, and local employment laws, investigate complaints, and implement training to prevent discrimination.

Team Mission:

Provide awareness, education, and expertise within the employee relationship to mitigate risk and build a stronger workforce.

MINIMUM QUALIFICATIONS

Bachelor’s degree from an accredited college or university in a closely related field, plus four (4) years of human resources experience, of which one (1) year must have been in EEO or experience in a closely related field; OR an equivalent combination of related education and experience. Education may not be substituted for the required EEO-related experience.

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

ESSENTIAL FUNCTIONS

  • Receives, screens, and analyzes the evidentiary information necessary to evaluate discrimination/harassment claims.
  • Conducts investigations of internal discrimination claims, generates a report of findings and prepares letters of determination. Attends depositions and court proceedings as a witness.
