Human Services Research Institute (HSRI) is seeking a full-time HR & Payroll Administrator. This role is responsible for supporting the Human Resources and Finance departments by ensuring compliance with multi-state employment regulations, payroll tax requirements, and labor laws. This role manages state employer registrations, payroll tax compliance, employee payroll administration, and payroll processing support while maintaining accurate employee records and ensuring adherence to federal, state, and local employment regulations.
This position assists with special projects related to HR operations, compliance, and payroll process improvements.

What We’re Looking ForWe are looking for an individual to support day-to-day HR and payroll operations. This role offers an opportunity to contribute to well‑organized, compliant, and employee‑centered HR and payroll practices across the organization.
Responsibilities- Support HR and payroll compliance with federal, state, and local payroll tax regulations affecting multistate employees
- Manage employer registrations for new states and local tax jurisdictions
- Support payroll processing by reviewing employee data, payroll changes, timecard submissions, and payroll documentation
- Coordinate with payroll providers and government agencies regarding tax notices, account updates, and compliance matters
- Support HR operational functions, including benefits administration, employee records, and HR systems
- Support annual compliance reporting and required government filings
- Assist with updates to policies and procedures based on regulatory changes
- Document standard operating procedures related to HR and payroll compliance
- Perform other HR- and payroll-related duties as assigned
- Associate or bachelor’s degree in human resources, business administration, accounting, finance, or a related field preferred
- Minimum of 3–5 years of experience in payroll administration, HR operations, or employment compliance
- Experience processing payroll for employees working in multiple states
- Knowledge of federal, state, and local employment laws and payroll tax regulations
- Experience managing state employer registrations and payroll tax accounts
- Working knowledge of wage and hour laws, FLSA, state leave laws, and employment compliance requirements
- Experience with HRIS and payroll systems such as ADP, Paylocity, UKG, Paycom, Paychex, Workday, or similar platforms
- Strong proficiency in Microsoft Excel and Microsoft Office Suite
