THE POSITION
Join the Talent Management and Organizational Development team as a Human Resource Analyst 2 and help create training that strengthens the entire agency. This role allows you to shape learning programs that support employee growth and build stronger workplaces. Your work will help employees gain the skills they need to succeed and move the agency forward.
DESCRIPTION OF WORKThis position develops and delivers training programs that support employee performance throughout the agency. The role focuses on creating clear learning materials, guiding training sessions, and providing expert support for agency learning needs. As a Human Resource Analyst 2, you will perform the following duties:
- Course Development:
Design functional and technical training materials using web tools, multimedia, and learning technologies - Training Facilitation:
Lead agency-wide sessions on leadership, customer service, communication skills, and operational practices - Technology Utilization:
Use virtual classroom tools, web-based standards, and accessibility guidelines to develop and deliver training - Skill Application:
Create tools and resources that support training transfer theories and skill application strategies - Training Consultation:
Work with agency staff to provide guidance, design specialized programs, and develop materials that meet organizational needs

Work Schedule and Additional Information:- Full-time employment, 37.5 hours per week
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework:
You may have the opportunity to work from home (telework) part-time, up to 4 days per week with a minimum of one day per week in the Northwest Office Building in Harrisburg. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

- One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor’s degree; or An equivalent combination of experience and training.

- You must be able to perform essential job functions.
- You must pass a background investigation. An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code.
