THE POSITION
Join the Department of Corrections, Field Human Resource Office 2 as a Human Resource Analyst 3 and take on a leadership role in employee relations. This position allows you to guide managers, support fair workplace practices, and help resolve challenging situations. You will have the opportunity to play an important part in fostering communication and helping employees understand policies and expectations.
Your expertise helps create a respectful and productive work environment.
This position provides advanced guidance on employee relations, grievance administration, and workplace investigations. It supports managers and staff by offering clear direction, training, and solutions to complex workplace matters. As a Human Resource Analyst 3, you will perform the following duties:
- Contract Guidance:
Advise managers on interpretation and application of bargaining agreements and policy requirements - Grievance Management:
Review and investigate grievances, conduct hearings, and prepare related correspondence - Discipline Review:
Evaluate disciplinary requests and participate in Pre-Disciplinary Conferences to ensure proper procedures - Investigation Support:
Assist with fact findings and conduct investigations into more complex or high profile cases - Training Delivery:
Develop and present employee relations training programs for agency managers - Labor Participation:
Join labor management sessions and prepare responses to union agendas and discussions
- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework:
You may have the opportunity to work from home (telework) part-time, up to 1 to 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Greene. The ability to telework is subject to change at any time.

- One year as a Human Resource Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Three years of analytical experience that includes two years of professional human resource experience, and a bachelor’s degree; or
- An equivalent combination of experience and training.

- You must be able to perform essential job functions.
- You must pass a background investigation and meet Criminal Justice Information Services (CJIS) compliance requirements.
