Job Summary:

The HR Analyst Intermediate reports to the HR Manager and performs professional level human resources work in classification, compensation, recruitment, policy compliance, and operational improvements. This position conducts job audits, manages full-cycle talent acquisition, and leverages AZ360 systems to perform data audits, maintain HR metrics, and support employee benefits. Serving as a functional resource across divisions, this position partners with HR Manager to update standard operating procedures, drive process improvements, and ensure agency-wide compliance with state regulations.
This position may offer the ability to work remotely, within Arizona, based upon the department’s business needs and continual meeting of expected performance measures.

Job Duties:
  • Evaluate, analyze, and research job classification and compensation requests to ensure internal equity and appropriate pay alignment; conduct job audits, allocate positions, and draft or update detailed position descriptions; and prepare analysis for base pay, performance pay, and pay equity inquires and recommendations.
  • Assist in communicating, implementing, and maintaining organizational HR policies and procedures; collect, tabulate, and prepare a variety of human resource surveys and reports for HR scorecard, dashboards, and key performance metrics for the agency; utilize AZ360 and various reports to analyze trends, perform quality control, and audit personnel actions to ensure compliance; and assist with benefits during open enrollment and participate as a Benefits Liaison to provide updated
  • Manage end-to-end talent acquisition, including posting announcements to job boards and recruitment; screen applicant resumes, administer pre-employment and background verifications, coordinate interviews and communication, complete reference checks, and maintain recruitment and application documents adhering with the state rules. Support new employee orientation and onboarding workflows to ensure a seamless candidate transition.
  • Collaborate with the HR Manager to troubleshoot and resolve system issues and coordinate countermeasures and improvements for the betterment of operations; and account for and track Standard Operating Procedures for the HR Operations team to oversee the annual updates including revisions aligned to new policy requirements, changes in roles and positions, and user accessibility.
  • Serve as a functional resource for divisions, providing guidance on recruitment, classification, and HR best practices; and participate in continuous improvement initiatives and perform other duties appropriate to the level as assigned.
