This role supports employee relations activities by assisting managers, reviewing contract issues, and coordinating investigations. It requires careful judgment, clear communication, and consistent oversight of employee-related processes. As a Human Resource Analyst 3, you will perform the following duties:
- Contract Guidance:
Interpret collective bargaining agreements and monitor consistent application across assigned areas - Investigation Support:
Coordinate fact finding steps and review disciplinary needs based on evidence and past practice - Case Preparation:
Prepare and present cases for committees and participate in hearings when required - Issue Resolution:
Gather details, evaluate concerns, and recommend actions related to arrests or charges according to policy - Record Tracking:
Update required systems, maintain temporary assignment records, and oversee bulletin postings - Meeting Coordination:
Schedule labor management meetings, prepare agendas, and record information for follow up

Work Schedule and Additional Information- Full-time employment
- Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with a 30-minute lunch. AWS (alternate work schedule) may be available.
- Telework:
You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

- One year as a Human Resource Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Three years of analytical experience that includes two years of professional human resource experience, and a bachelor’s degree; or
- An equivalent combination of experience and training.
