Technology Division (ITD-GIS), reporting to the GIS Supervisor. This role involves close collaboration with the Application Development group and cross-functional teams across the agency to design, build, enhance, and maintain high-impact GIS web and desktop applications. These tools support internal operations and serve the citizens of Arizona by enabling data-driven decisions related to water resource management, planning, and public access.
This position may offer remote work within Arizona, based on business needs and performance expectations, with a minimum of two days on-site per week at the ADWR office.
Key Responsibilities- Lead the design, development, and deployment of production GIS web applications using Esri technologies.
- Develop and maintain custom desktop GIS tools, automate workflows, and write database queries to support operational and analytical needs.
- Troubleshoot, debug, and resolve complex issues in web and desktop GIS applications.
- Collaborate with internal and external stakeholders to gather requirements, deliver technical solutions, and provide presentations.
- Author and maintain technical documentation, including code comments, workflow diagrams, help documents, and standard operating procedures.
- Mentor junior GIS developers and provide technical guidance to the team.
- 10 years of experience in GIS development, with a strong focus on web and desktop applications.
- Proficiency with Esri web development tools, including ArcGIS Developer resources, ArcGIS Maps SDK for JavaScript, ArcGIS REST services, Esri Jimu library, and ArcGIS Experience Builder Developer Edition.
- Expertise in Python programming and Arc Py scripting.
- Solid experience with ArcGIS Pro, including geospatial analysis, editing, and cartographic design.
- Version control experience using Git.
- Strong knowledge of software development best practices, including Agile SDLC, testing, Dev Ops workflows, and technical documentation.
- Experience with database management systems such as Oracle or SQL Server, with intermediate-to-advanced SQL skills.
- Familiarity with Docker or containerization technologies.
- Web development skills: HTML, CSS, JavaScript, JSX, Type Script, React, responsive design, and browser developer tools.
- API development experience and integration with GIS services.
