Overview
The New York City Department of Health and Mental Hygiene (DOHMH) is a large public health agency with an annual budget of $2.3 billion and more than 7,000 employees, serving 8 million New Yorkers. The selected candidate will be an employee of Public Health Solutions (PHS), the grant’s fiscal and administrative manager, supervised by DOHMH. This is a grant-funded position ending in November 2027.
The Office of Strategic Operations and Performance Management (SOPM) supports DOHMH policy efforts and external, partner-facing public health programming through data management tools.
This position is based in Long Island City, NY, with the possibility of hybrid work, and duties are overseen by DOHMH with PHS as the employer of record.
Duties / Responsibilities- Design, implement, and iterate sustainable project management processes for data work.
- Create a process to maintain comprehensive documentation for all existing integrations for internal and external stakeholders.
- Clean datasets for deterministic and probabilistic record linking processes.
- Map new data sets and sources into predefined schema or develop new schema as needed while maintaining data integrity of the overall PHPC system.
- Provide program data managers and outreach staff with direct technical assistance to maintain data fidelity in PHPC.
- Communicate complex technical information and data to both technical and non-technical stakeholders.
- Support the design, testing, and maintenance of ETL (Extract, Transform, Load) jobs using Python and Pentaho.
- Assist in the design and implementation of data visualizations using Tableau and Power
BI. - Support cross-divisional data-sharing initiatives as assigned by agency leadership.
- At least 2 years of work experience; a background in government settings is preferred.
- Experience managing analytics work streams for a small data team, including:
- Tracking timelines, dependencies, and resource needs for multiple data work streams.
- Documenting data sources, business rules, and analytic methodologies.
- Developing lightweight project management processes.
- Ability to work collaboratively in a cross-disciplinary team environment.
- Strong organizational skills and high attention to detail.
- Willingness to adapt to new priorities and tackle novel problems creatively.
- Demonstrable skills in data management and data analytics, including familiarity with data management, database design, and statistical analysis.
- Familiarity with SQL, R, or Python is a plus; the ability to learn new technologies and a strong analytical framework are more important than experience with scripting languages.
- Familiarity with data visualization design principles and experience with data visualization software.
- Background in program analysis or monitoring and evaluation is preferred.
- Excellent written and oral communication skills.
- Ability to understand concepts of institutional and structural racism and bias and their impact on underserved communities, with a demonstrated commitment to supporting communities affected by oppression and bias.
- Excellent communication (verbal and written) and interpersonal skills.
- Desire to grow professionally, develop new skills, and willingness to work outside of the comfort zone.
- Experience working with the public health sector and coordinating projects with multiple stakeholders.
- Ability to prioritize and work in a fast-paced environment with hard deadlines.
- Fluency in Microsoft Word, Excel, Outlook, and PowerPoint.

- Residence in the tri-state area (NY, NJ, CT) by start date is required.
- Preference may be given to those residing in New York City or surrounding New York State counties.
- Must be able to work non-business hours during emergencies.
- Hybrid position; in-person at the Long Island City office at least 3 days a week. Remote work schedules are subject to supervisor and agency policies.
