Data Analyst, Business Systems/ Tech Analyst
LMI is seeking a results-driven Healthcare Business Analyst with experience in health policy and technology-enabled program delivery. The ideal candidate blends policy expertise with strong analytical skills and stakeholder facilitation capabilities. This role supports federal health initiatives by interpreting policy, translating business needs into technical requirements, analyzing data to inform decisions, and producing concise, executive-ready communications.
This position may be performed remotely.
Key ResponsibilitiesResearch, analyze, and interpret federal and state health policy, regulations, and guidance to inform program and system design.
Assess operational and technology impacts, identify risks and dependencies, and recommend mitigation strategies.
Translate policy and business needs into clear functional and technical requirements, user stories, and acceptance criteria.
Facilitate working sessions with product owners, developers, and subject matter experts to refine requirements, priorities, and release scope.
Prepare and deliver presentations, status reports, decision briefs, and meeting summaries for internal and external stakeholders.
Document decisions, action items, and follow-ups to ensure alignment and accountability.
Analyze program, operational, and policy-related datasets to identify trends, gaps, and performance drivers.
Communicate insights through reports, dashboards, and visualizations.
Develop actionable recommendations, including the application of GenAI-enabled tools where appropriate, to support strategic and operational decision-making.
Maintain organized repositories of requirements, decisions, and policy documentation to support continuity and audit readiness.
Lead development of external-facing materials such as user guides, FAQs, and implementation guidance.
Triage and respond to stakeholder inquiries and upscale issues as needed.
Bachelor’s degree in Public Policy, Public Health, Health Administration, Business, Information Systems, or a related field, or equivalent experience.
Minimum of two (2) years of experience as a Business Analyst, Policy Analyst, Consultant, or in a similar role.
Demonstrated ability to operate at the intersection of health policy, mission strategy, data analytics, and operations.
Experience producing clear business and technical artifacts, including requirements, user stories, process flows, and decision logs.
Strong analytical skills, including experience with operational analytics, decision support, and optimization techniques.
Practical knowledge of GenAI-enabled workflows and basic data visualization tools such as Excel, Power BI, Tableau, or similar.
Excellent written and verbal communication skills, including experience preparing executive briefings and stakeholder communications.
Proven ability to facilitate discussions and collaborate effectively within cross-functional and matrixed teams.
Strong attention to detail, organization, and adaptability in fast-paced environments.
Experience supporting federal health programs, including CMS (particularly Affordable Care Act implementation), HHS, or VA.
Experience working in Agile environments with familiarity in epics, user stories, and backlog refinement.
Experience applying GenAI-driven tools to support transformation and align technology solutions with mission priorities.
Proficiency with collaboration and requirements-tracking tools such as JIRA and Confluence.
Experience conducting stakeholder interviews, workshops, and requirements-elicitation sessions.
Master’s degree in Public Policy, Public Health, or a related discipline.
Target Salary Range: $90,000 – $100,000
Compensation is determined based on factors including location, internal equity, business needs, client contract requirements, and candidate qualifications such as education, experience, skills, and security clearances.
