Position Summary
Command Cyber Solutions is seeking an experienced and detail‑oriented Business Requirements Specialist to support Agile software delivery within a federal Dev Sec Ops environment. Serving as a liaison between stakeholders and technical teams, the specialist is responsible for eliciting, analyzing, and documenting business, functional, and non‑functional requirements that guide system development and integration. The role supports Agile Scrum teams by translating stakeholder needs into actionable user stories and collaborating closely with Product Owners, developers, testers, and designers to ensure the delivery of compliant, user‑focused, and technically sound solutions.
The ideal candidate will demonstrate strong analytical skills, fluency in Agile methodologies, and experience supporting digital modernization efforts within federal or regulated environments.
- Elicit, analyze, and document business, functional, and non‑functional requirements from stakeholders.
- Translate business requirements into clear user stories, use cases, and acceptance criteria for technical teams.
- Facilitate requirements gathering workshops, stakeholder interviews, and backlog grooming sessions.
- Analyze and model current and future‑state business requirements and processes to identify improvement opportunities.
- Ensure traceability of requirements throughout the program’s lifecycle using appropriate tools (e.g., Jira and Confluence).
- Collaborate with Product Owners, developers, testers, and subject matter experts to validate solutions.
- Support the creation and maintenance of standard operating procedures (SOPs) and process documentation.
- Assist with change management and configuration management related to business and system requirements.
- Contribute to quality assurance by participating in user acceptance testing (UAT) and validating system functionality against requirements.
- Bachelor's degree in Information Systems, Computer Science, Business Analysis, Project Management, or a related field.
- US Citizenship with a Public Trust (highly preferred) or the ability to obtain one.
- Certified Business Analysis Professional (CBAP) (preferred)
- Certification of Competency in Business Analysis (CCBA) (preferred)
- Lean Six Sigma (preferred)
- Certified Scrum Product Owner (CSPO) (preferred)
- 7+ years of demonstrated experience as a Business Analyst or Requirements Engineer.
Skills and Abilities
- Knowledge of business analysis methodologies and best practices, including requirements elicitation, use case development, and process modeling.
- Strong understanding of systems development lifecycle (SDLC), including Agile, SAFe, Scrum, and hybrid approaches.
- Familiarity with federal IT policies, security, and compliance frameworks such as FISMA, NIST SP 800‑53, and Section 508 accessibility requirements.
- Proficient in agile tools and techniques, such as Jira, Confluence, and user story mapping.
- Excellent communication skills, with the ability to lead cross‑functional discussions and translate technical concepts into business language.
- Attention to detail and analytical thinking with the ability to identify gaps, assess impacts, and recommend solutions.
- Ability to interpret and document complex business processes.
- Ability to work independently or collaboratively in a fast‑paced, agile team environment, while managing multiple priorities effectively.
- This position is performed in a professional environment, remote/home office setting, or on‑site government facility, as required by the contract.
- Standard work schedule is Monday through Friday, during normally scheduled business hours, with occasional evening or weekend work required to meet critical deadlines.
- Work involves extensive computer and secure network use, including periods of prolonged sitting, data entry, and screen time.
- The role requires working independently with minimal supervision, while also collaborating virtually or in person with CCS teams, subcontractors, and government stakeholders.
- Occasional travel may be required for customer meetings, training, or project‑related activities.
