Position OverviewThe General Government Delivery Center (GGDC) is seeking a senior-level Technical Architecture Specialist / Application Developer to support Pennsylvania state government systems, with a strong focus on accessibility compliance, application modernization, and long-term system support. This role is ideal for an experienced developer who can work independently or as part of a collaborative team, lead development initiatives, and design, enhance, and maintain complex, web-based applications in a structured public‑sector environment.
Key Responsibilities Application Architecture & Development- Work with project teams to analyze and interpret user requirements and recommend appropriate technical solutions.
- Lead application development efforts, providing technical direction and oversight.
- Design, develop, and maintain:
- User interface components
- Business logic layers
- Database and reporting components
- Propose database designs for approval by database administrators.
- Assist with data migration from legacy or existing databases.
- Ensure applications comply with accessibility standards (e.g., WCAG) through proper use of HTML and style sheets.
- Follow established coding, database, and documentation standards.
- Conduct thorough unit testing and regression testing, resolving defects and performance issues.
- Estimate development effort required to meet project requirements.
- Develop applications using:
- Microsoft
- ASP.Net
- Java Script
- XML
- SQL Server Reporting Services (SSRS)
- SQL Server databases
- Utilize Visual Studio as the primary development environment.
- Use Azure Dev Ops for:
- Source code control
- Work item tracking
- Test management
- Documentation versioning
- Report project status, risks, and progress to the project manager.
- Present complex technical concepts to non-technical users and stakeholders.
- Document solutions, designs, and processes clearly and thoroughly.
- Mentor team members and provide knowledge transfer to state IT staff.
- Perform other duties as assigned in support of project goals.
- Minimum 5 years of documented experience in application development.
- Demonstrated expertise in:
- ASP.Net
- Java Script
- XML
- SQL Server Reporting Services (SSRS)
- SQL Server databases
- Proven experience designing and maintaining complex web-based applications.
- Strong understanding of application architecture and database design principles.
- Ability to work independently and in a team-oriented environment.
- Excellent written and verbal communication skills.
- Experience supporting state or government IT systems.
- Experience with accessibility compliance initiatives.
- Strong analytical and problem‑solving skills.
- Ability to manage multiple tasks and meet deadlines in a structured environment.
