Overview
GovCIO isseeking a Configuration Manager/Release Manager to support complex federal programs by ensuring disciplined configuration governance, secure release execution, and audit-ready delivery across Agile and Dev Sec Ops environments.
This role is responsible for managing configuration baselines, coordinating software releases, and ensuring compliance with federal security and quality standards while enabling delivery velocity across distributed teams. The candidate will work closely with Engineering, QA, Dev Ops, Security, and Product leadership to ensure predictable, compliant, and low‑risk deployments.
This position is fully remote within the Continental United States, but the candidate should be available for limited travel to Austin, TX which is our Technology Incubation Center for occasional technology deep dives and roadmap development.
Responsibilities- Establish, maintain, and enforce Configuration Management (CM) policies, plans, and SOPs across the SDLC.
- Ensure configuration item (CI) identification, version control, baselining, and traceability across environments.
- Maintain audit‑ready CM repositories supporting CMMI Level 3, FedRAMP, FISMA, and VA compliance requirements.
- Author and maintain CM Plans, change records, release documentation, and system inventories.
- Plan, coordinate, and execute routine and emergency releases with full rollback and contingency readiness.
- Manage integrated release calendars across multiple teams and environments (Dev, Test, Staging, Production).
- Partner with Dev Ops and QA to align CI/CD pipelines, ensuring release consistency, integrity, and approval workflows.
- Lead release readiness reviews and post‑release retrospectives to drive continuous improvement.
- Ensure secure integration of configuration management practices within CI/CD pipelines.
- Coordinate version control, branching strategies, and artifact management across tools such as Bitbucket and JIRA.
- Enforce change control and release gating aligned with security and compliance requirements.
- Serve as the central coordination point between Product, Engineering, QA, Security, and Operations.
- Provide clear communication to stakeholders on release status, risks, dependencies, and mitigation plans.
- Mentor teams on CM best practices within Agile and SAFe delivery models.
- Administer and optimize JIRA and Confluence for release tracking, reporting, and transparency.
Required Skills and Experience
- Bachelor's (or equivalent) with 12+ years of experience.
- Demonstrated experience supporting federal programs (VA, DoD, Navy, Army, or similar).
- Proven success in managing frequent production releases with minimal downtime and high reliability.
Preferred Skills and Experience
- Hands‑on experience supporting ATO renewals, audits, and compliance assessments.
- Strong background integrating CM and Release Management within Agile / SAFe environments.
- Exceptional organizational and documentation skills.
- Strong facilitation and stakeholder communication abilities.
- Ability to balance governance rigor with Agile delivery speed.
- Calm, decisive leadership during high‑impact releases or incidents.
