About the Role

Oxalis is seeking a Senior Consultant-Data Architect to play a key role in supporting the California Department of Health Care Services (DHCS), one of the largest and most complex government agencies in the country, to define and evolve its data architecture patterns. This is a player/coach role for an experienced data architect who can operate at both the strategic and tactical levels.

In the near term, you will earn trust and credibility with DHCS leaders through hands‑on design and implementation work. Over time, this role has a clear growth path into broader Enterprise Architecture and Data Strategy leadership, helping shape DHCS standards and long‑term modernization efforts.

Key Responsibilities
  • Design logical and physical data models (star/snowflake schemas, semantic layers) to support enterprise analytics and reporting.
  • Establish best practices for integrating operational data, program data, and portfolio data across platforms.
  • Design and build data pipelines using platforms such as Databricks, AWS Redshift, Snowflake, or equivalent cloud technologies.
  • Extract and model raw data from the Atlassian Data Lake and Data Share, preparing it for enterprise BI consumption.
  • Partner with BI teams to ensure data is structured and optimized for Power BI and Tableau.
  • Build credibility and trust with DHCS leadership through practical, solution‑oriented delivery.
  • Translate complex architectural concepts into clear guidance for program leaders, analysts, and delivery teams.
  • Partner with Oxalis and DHCS stakeholders to align data architecture decisions with broader enterprise strategy.
About You
  • Extensive experience in data architecture, data engineering, or enterprise analytics implementation.
  • Proven experience designing and implementing data architectures at enterprise scale.
  • Strong hands‑on experience with Databricks, Snowflake, AWS Redshift, or comparable platforms.
  • Deep understanding of data modeling, semantic layers, and analytics‑ready design patterns.
  • Experience designing and building data pipelines (ETL/ELT) using modern cloud tools.
  • Strong SQL skills and experience working with structured and semi‑structured data.
  • Demonstrated ability to balance architecture strategy with hands‑on delivery.
  • Strong communication skills with both technical and executive stakeholders.
  • Experience integrating data from SaaS platforms (e.g., Atlassian, ERP, portfolio tools) is ideal.
  • Familiarity with Atlassian Analytics, Jira Align, or Enterprise Insights is preferred.
  • Experience in the public sector, healthcare, or other regulated environments is preferred.
  • Bachelor’s degree in computer science or related field.

This is a remote position, but candidates located in the Sacramento, CA area for hybrid work are preferred.
