Job Overview

The Colorado Department of Revenue (CDOR) seeks a seasoned Analyst IV to serve as a vital bridge between business units and development teams within the Innovation, Strategy, and Delivery division. The role focuses on ensuring that technology platforms and solutions effectively meet departmental needs while guiding a work‑leader team.

• Lead Team Operations: make assignments, distribute workloads, and guide day‑to‑day operations of the application management team.
• Bridge Business and Technology: act as the critical interface between DOR business units and development teams to design and implement platform changes that meet stakeholder needs.
• Gather Complex Requirements: elicit and document detailed business requirements through discussion, brainstorming, and prototyping.
• Manage Stakeholder Relationships: develop lasting relationships with partners across business units to optimize system integration.
• Translate Needs for Developers: convert gathered business requirements into technical requirements for developers within Agile/Scrum processes.
• Execute Quality Assurance: design, validate, and execute detailed unit, user acceptance, and regression test plans to ensure solutions meet acceptance criteria.
• Provide Expert Consultation: offer guidance on complex process improvements and technical solutions, applying broad subject‑matter expertise.
• Draft Strategic Communications: produce status reports, timelines, and graphics to communicate project expectations, risks, and progress to executive leadership.
• Monitor Project Deliverables: implement management plans for assigned projects and ensure timely completion while managing competing resources.
• Coach Team Members: advise and assist on work techniques and best practices, coaching on performance and training issues.

• Seven (7) years of relevant experience in accounting, analyzing business operations, analyzing system functionality for business solutions, gathering user requirements, delivering systems/software training, writing or mapping processes, and/or user acceptance testing.
• OR a combination of a bachelor’s degree in Business Analysis, Business Administration, Management Information Systems, Computer Science, Finance, or Accounting and at least 3 years of the above professional experience that, in combination, equals seven (7) years.

• Experience in Accounting and Tax Accounting
• State experience with Gen Tax
• At least one year of experience with Functional Testing and facilitating User Acceptance Testing (UAT)
• Additional years of experience as a business analyst
• Facilitation of requirements gathering sessions
• Documentation of user stories/business requirements
• Development and management of test cases
• Experience in an Agile/Scrum environment
• Support of existing software solutions, including version upgrades
• Team workload management and organizational skills
• Communication between executive leadership, business users, and external vendors
• Consultative problem solving and process improvement guidance
• Coaching team members on performance, training needs, and technical work techniques
