Job Description

Join Oracle Cloud Infrastructure (OCI) as a Senior Manager, Technical Program Management to drive the strategy, governance, and operations for our test regions. In this pivotal role, you will standardize the processes for requesting, approving, scheduling, and measuring tests across various teams, while enhancing our operational capabilities to boost reliability, improve capacity visibility, and minimize testing costs.

You will collaborate closely with engineering, SRE/operations, capacity planning, finance/Fin Ops, security/compliance, and program management to ensure the efficient and secure utilization of test environments, fostering accountability and transparent reporting.

Key Responsibilities
  • Test Governance & Operating Model: Develop and implement a comprehensive governance framework for OCI testing across all test regions, encompassing policies, intake procedures, prioritization, scheduling, SLAs, and escalation paths.
  • Environment Lifecycle Management: Establish standards to efficiently manage the lifecycle of test environments, including provisioning, retention, cleanup, and decommissioning, to eliminate waste and reduce costs.
  • Decision Rights & Communication: Create clear decision-making processes and communication channels among stakeholder groups (engineering, product, operations, and finance).
Test Request Intake & Tooling

Design and roll out a centralized test request system/tool that allows:

  • Standardized intake for all test requests (requirements, timing, duration, resource types, dependencies).
  • Approval workflows and prioritization mechanisms.
  • Scheduling and capacity visibility features.
  • Status tracking, audit trails, and comprehensive reporting dashboards.
  • Integration with existing OCI systems alongside internal platform teams.
Capacity Management & Planning
  • Anticipate demand, plan resources effectively, and address any contention.
  • Coordinate incident responses and ensure operational readiness for critical test events such as launches and large-scale performance tests.
Cost Reduction & Efficiency
  • Identify and implement strategies to lower total testing costs while maintaining engineering velocity and quality, which includes:
  • Establishing and sharing KPIs related to utilization, throughput, lead time, cost per test, and waste/idle percentages.
Build and Lead the Team
  • Form a small, high-impact team to oversee operations, intake, and capacity planning for test regions.
  • Develop operational runbooks, on-call/escalation plans (if relevant), and an execution rhythm for prioritization, performance reporting, and planning.
Location

This position is onsite in Nashville, TN, with relocation assistance available. Please note that this role does not allow for remote work, and visa sponsorship is not available.

Minimum Qualifications
  • 10+ years of experience in technical program management.
  • Experience in cloud infrastructure is essential.
  • Proven ability to lead cross-functional programs in engineering operations or large-scale environment management.
  • Track record of creating and implementing governance models across multiple organizations.
  • Understanding of capacity management concepts, including forecasting and utilization optimization.
  • Experience with cost optimization and data-driven decision-making.
  • Strong stakeholder management skills with the ability to influence leaders and balance competing priorities effectively.
Preferred Qualifications
  • Experience in developing strategies for capacity planning.
  • Background in implementing request systems integrated with enterprise workflows.
  • Familiarity with security, privacy, and compliance considerations for shared test environments.
  • Experience in managing global services with distributed teams.
Salary and Benefits

The hiring range for this position is $118,500 to $251,600 per annum, with eligibility for bonuses, equity, and compensation deferral.
