Overview
The Client is looking for a Data Steward to support critical data driven activities across the different data sources leveraged by the Client System.
Responsibilities- Operational Oversight:
Define and implement policies and procedures for the day-to-day management of systems and data, including intake, storage, processing, and transmission of data to internal and external systems. Define and document data and terminology in a relevant glossary, ensuring each critical data element has a clear definition and remains in use. - Develop and implement strategies to assess and develop rules to maintain data quality, integrity, and reliability.
- Coordinate cross-agency efforts to ensure official agency records requirements, privacy, security, and related requirements are met.
- Provide oversight to ensure data issues, needs and requirements are documented.
- Data Quality:
Establish data-quality metrics and requirements, define acceptable values for each data element, and collaborate to detect and correct data-quality issues. Contribute to policies, procedures, and internal controls affecting data quality. - Ongoing evaluation of data quality, identify anomalies, determine root causes, and implement corrective measures.
- Coordinate with Client program teams and Stakeholder Agencies to ensure quality and integrity of data elements (content and metadata) to support implementation.
- Facilitate the creation of data standards based on business rules, data access security requirements, and retention of legacy data.
- Privacy, Security, and
Risk Management:
Establish guidelines and protocols to enforce privacy controls, compile retention, archival, and disposal requirements, and ensure compliance with policy and regulations. Implement data curation practices balancing transparency and privacy. - Review agency and interagency data-related work products; coordinate cross-agency efforts to meet privacy, security, and related data requirements.
- Policies and Procedures:
Define policies for access to Client data, including authorization criteria by role or individual. Work with IT, Privacy, and PMO to establish controls and report breaches or vulnerabilities. - Monitor and analyze application of federal, state, and local data requirements, standards, and rules; interpret business needs into data requirements; present findings to leadership and stakeholders with recommendations.
- Other duties as assigned.
- Knowledge of good data management principles, concepts, and practices; ability to determine business data requirements, create data standards and business rules.
- Knowledge of human services and health care programs; ability to work with multiple agency stakeholders and understand data requirements.
- Excellent written and oral communication skills;
Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook); knowledge of statistics or research methodology. - Analytical and problem-solving abilities; ability to drive change in a dynamic environment; ability to explain digital concepts to business leaders and vice versa.
- Generally broad experience in data governance, data quality, data architecture, data security and privacy, and related domains; familiarity with government programs preferred.
- Preferred: government knowledge and experience.
- Responsibilities include IT project management coordination, planning, monitoring, development of technical applications, standards and procedures, training, upgrades, and operations support in line with District standards.
- Skills and Experience:
- 16+ years planning, coordinating, and monitoring project activities (Required).
- Bachelor’s degree in IT or related field or equivalent experience (Required).
- ETL tools design, development, and analysis experience (Required).
- Experience with Curam software (V6 or higher) with database focus (Required).
- Senior/lead data analyst experience with large data sets and multiple interfaces (Required).
- Experience with various file transfer methods and formats (Required).
- Tableau/dashboard design and development (Highly desired).
- Healthcare data experience (Required).
- BI solutions delivery experience (Required).
- SDLC experience; strong written and verbal communication (Required).
- MS Office, MS Project, Visio (Required).
- Candidate meets minimum requirements for a Master Level Position (16 yrs exp and BS degree or equivalent).
