Position: Senior Software Engineer (ISS7)

Overview

Senior Software Engineer (Information Systems Specialist
7) in the Public Employees Retirement System (PERS) at the Tigard headquarters. This is a full-time, limited duration position for a short-term transition period and is expected to become permanent on or after 8/1/2026. The role is based at the headquarters with a hybrid work arrangement requiring occasional in-office presence based on business needs.

Responsibilities
  • Provide software engineering system designs and application development services to address core requirements of the agency’s pension system applications. Enhance the efficiency and security of pension management systems, including related infrastructure functions such as communications, hardware, software, and data. Offer technical expertise in operation of the pension system.
  • Support Enterprise Applications and ORION within the Information Services Division: contribute to Enterprise Architecture, Business Analysis and Modeling, Designing, Development, Testing, and Software Configuration Management for IT projects.
  • Work with ISD and EAS to deliver solutions for PERS systems used by members, employers, and stakeholders.
Qualifications

MINIMUM QUALIFICATIONS:
Information Systems Specialist 7

  • Six (6) years of information systems experience in applications systems development; or
  • An Associate's degree in Computer Science, Information Technology, or related field, or completion of a two-year accredited vocational training program in information technology or related field; and
  • Four (4) years of information systems experience in applications systems development.
  • OR a Bachelor’s degree in Information Technology, Computer Science, or related field with two (2) years of information systems experience in applications systems development.
  • Master’s degree in Information Technology, Computer Science, or related field may substitute for all of the above.
Preferred Skills
  • Technical Expertise: deep understanding of software development with languages such as Java, Python, or C#, and experience with SQL stored procedures, databases, and system integration.
  • Attention to Detail: precision in financial systems to ensure accuracy and reliability.
  • Security Awareness: knowledge of encryption, secure coding practices, and regulatory compliance.
  • Problem-Solving: ability to analyze complex system issues and design effective solutions.

    Collaboration:

    strong verbal and written communication, cross-functional teamwork, and stakeholder collaboration.
