The Maine Office of Information Technology’s Application Development team is seeking a Senior Programmer Analyst to build and support software applications for the Department of Inland Fisheries and Wildlife and other departments. The selected individual will work with a team to maintain the MOSES suite of applications and develop new applications where needed. This role works with Oracle and Microsoft technology stack to support the State’s natural resources agencies.

Skills and Abilities
- Ability to define and resolve complex technical problems independently.
- Effective oral and written communication to technical and non-technical audiences.
- Five years’ experience with Java developing and supporting software applications, websites, web apps, web services, and mobile apps.
- Three years’ experience with Oracle databases and PL/SQL.
- Experience in the Spring Boot framework.
- Experience with version control software such as Subversion, Git, and Git Hub.
- Experience with basic web technologies (HTML5, CSS3, etc.).
- Experience in Thymeleaf, JavaScript, and Jasper Reports.
- Experience building solutions with the Power Platform (Power Automate, Power Apps, Power BI).
- Experience integrating data feeds from disparate systems.
- Ability to work as a team member with onsite and remote resources.
- Ability to complete tasks timely with limited supervision.
- Commitment to high level of support to the customer and positive relationship.
- Ability to establish and maintain working relationships.
- Ability to lead, coordinate activities, and provide technical support to project teams.

Four (4) years of computer programming experience utilizing higher level languages including two (2) years at the Programmer Analyst level or equivalence, or a Bachelor’s Degree in Computer Sciences including two (2) years at the Programmer Analyst level or equivalence; a Master’s Degree in Computer Science may be substituted for one (1) year of programming experience.
