This role applies project management expertise across complex, broad assignments supporting USCIS operations. The Journeyman Project Manager operates with appreciable latitude in developing methodology and presenting solutions, contributing to deliverables and performance metrics. The role supports end-to-end project execution including Agile sprint planning, governance artifacts, risk management, and stakeholder coordination.
Responsibilities- Facilitate cross-functional collaboration across VER, FOD, USCIS, DHS, and with the larger immigration enterprises (e.g., SSA, DOL, DOS) to reach beneficial outcomes across program priorities and ongoing efforts
- Facilitate/promote enterprise-wide collaboration among VER, FOD, USCIS, and DHS objectives
- Proactively and continually expand and grow knowledge and understanding of USCIS and DHS offices, directorates and the organizational landscape
- Provide experienced personnel resources with product owner and project management experience along with relevant professional certificates (i.e., CSM, CSPO, and PMP)
- Develop strategic road maps and implementation plans, reflecting people, process, and technology efforts to realize strategic objectives in an Agile, measured, and implementable way
- Provide governance support through regular project health assessments, identifying risk and recommending mitigation strategies. Oversee project execution, coordinating with stakeholders, improving product delivery, applying Agile methodology and PMBOK
- Establish performance monitoring mechanisms to track project outcomes focused on USCIS objectives, providing monthly status reports
- Support end-to-end project execution, including testing, integration, deployment, and post-deployment evaluations
- Performs other related duties as assigned
- Implementing and scaling Agile methodologies with defined roles, responsibilities, and success criteria
- Developing and maintaining Agile artifacts: sprint plans, retrospectives, and risk management logs with version control
- Establishing governance artifacts including RACI charts, project charters, and gate reviews
- Developing strategic roadmaps and implementation plans covering people, process, and technology
- Coordinating stakeholder engagement and improving product delivery
- Monthly status reporting and project health assessments
- Supporting testing, integration, deployment, and post-deployment evaluations
- Applying PMBOK frameworks alongside Agile/Scrum methodologies
- Bachelor's Degree in Business Administration, Information Technology, or related field
- 3–10 years of relevant experience in project management
- Demonstrated experience supporting federal programs using Agile and traditional PM methodologies
- Minimum 5 years of experience focused on immigration policy and the federal immigration ecosystem
- Familiarity with DHS systems used for identity management and immigration status verification (e.g., SAVE, E-Verify)
- Demonstrated experience leading cross-functional teams and managing competing priorities at the executive level
- Strong communication and stakeholder engagement skills at the senior executive level
- Consistent attention to details with the ability to identify discrepancies
- Ability to organize necessary resources, including people, tools and time to meet tight deadlines, achieve desired results
- Working knowledge of Quickbooks, Unanet, or accounting software system preferred
- Ability to prioritize and handle project meeting deadlines
- Project Management Professional (PMP) – PMI
- Agile Certified Practitioner (PMI-ACP) or equivalent Agile certification
- SAFe (Scaled Agile Framework) certification
- Experience supporting USCIS Verification Division (VER) or Field Operations Directorate (FOD)
- Familiarity with USCIS Agile Program Management Framework
- Prior experience with OASIS+ or similar IDIQ vehicle contract management
- Experience supporting DHS immigration policy implementation including EO compliance
Physical demands:
While performing the duties of job, employee is required to stand; walk; sit; use hands to fingers, handle or feel objects; reach with hands and arms; talk and hear; type/use computer and phone. Prolonged Sedentary work that primarily involves sitting/standing. Light work that includes moving objects up to 40 pounds.

Frequently required performing multiple tasks simultaneously, working closely with others as part of a team, and tedious or exacting work.
