The Office of Information Technology is seeking a Sr Quality Engineer (Sr IT Analyst) to join our dynamic team at the State Bar of California. In this role, you will define and drive the modernization of our data infrastructure using Microsoft cloud technologies. As the technical authority for the Bar’s data platform, you will lead the development of scalable, automated data pipelines, establish governance standards, and guide cross-functional teams to deliver data driven solution that support Analytics, AI, compliance, and operational efficiency.
About the OfficeThe Office of Information Technology (IT) is responsible for enabling State Bar’s internal and external stakeholders by the management, implementation, and maintenance of an organization's technology to support of State Bar’s mission and goals. The office’s primary goals are to build and maintain functional capabilities, to support innovation and to ensure that all systems are running smoothly, efficiently, and securely to support the needs of the organization and its stakeholders.
About the RoleUnder general supervision, the Sr. IT Quality Engineer will ensure the quality of software systems and services through quality frameworks, technologies, practices and processes. This includes designing test strategies, documenting test plans, developing automated and manual tests, validating system integrations and data flows, monitoring quality metrics, and collaborating with engineering, business technology, infrastructure and operations teams to prevent defects and continuously improve software delivery.
The Sr. IT Quality Engineer will build test automation frameworks; author test cases for functional, non-functional testing; triage and root-cause issues for different stages of SDLC from unit testing to production validation. Additionally, the Sr. IT Quality Engineer will develop and maintain documentation; and participate in release readiness, risk assessments, and post-release verification.
The ideal candidate demonstrates a strong commitment to delivering high‑quality software and brings both technical depth and leadership capability to the role. This candidate has extensive experience in automation and manual testing and consistently applies a proactive, risk‑based approach to understanding systems, preventing defects, and improving software delivery. The role requires expertise in designing effective test strategies, building scalable automation frameworks, and evaluating integrations, data flows, and end‑to‑end user journeys.
They possess strong leadership skills, analytical abilities, a passion for process improvement, and the ability to collaborate cross‑functionally to ensure the delivery of high‑quality, reliable applications.
The Senior IT Quality Engineer will own the end‑to‑end quality strategy, driving test planning, automation architecture, and execution across the full software lifecycle to ensure secure, reliable, and high‑performing systems. This role designs and maintains scalable automation frameworks, integrates them into CI/CD pipelines, and leads functional, non‑functional, and integration testing—including complex internal and third‑party API validations. The Sr. QE defines and tracks key quality metrics to guide release readiness, improves test suite stability and maintainability in partnership with engineering teams, and establishes synthetic monitoring for critical user journeys.
They coordinate testing efforts across BTS, App Engineering, and Infrastructure teams; facilitate defect triage and risk communication; and produce clear documentation for environments, validation steps, and compliance needs. The role also strengthens organizational quality maturity by mentoring junior QEs, training developers on tools and best practices, and building strong stakeholder relationships through transparent, service‑oriented communication.
