Introduction

The Chief Information Security Officer (CISO) is responsible for establishing and leading CCAP’s enterprise cybersecurity strategy, governance, risk management, and information security program. This leadership role oversees the protection of information systems, networks, applications, and data while ensuring alignment with business objectives, statutes, and organizational risk tolerance.

Position Summary

Location: Madison, WI. Certain positions with this Department may allow remote work for a portion of their work schedule, depending on the needs of the position and the work unit. This topic may be discussed in the interview process. The position is headquartered in Wisconsin and selected candidates may be expected to report to office locations in Wisconsin on short notice.

Employees residing outside the state of Wisconsin are not eligible for full-time remote work.

Salary: $126,100 to $151,400 annually with a State of Wisconsin benefits package. Salary will be determined based on the selected candidate’s qualifications and experience.

Responsibilities
  • Serves as the leader and primary advisor of cybersecurity and information protection matters.
  • Supervises and mentors staff.
  • Drives the standardization and enforcement of CCAP security and project delivery methodologies, ensuring consistency across all cybersecurity control and compliance activities.
  • Contributes to the strategic vision and organizational planning for CCAP and court system technology.
Qualifications
Required
  • Excellent knowledge of cybersecurity principles, technologies, and risk management frameworks (e.g., NIST, CIS, PCI, etc.).
  • Excellent knowledge of intrusion detection systems, malware analysis tools, and threat monitoring.
  • Good knowledge of computer operating systems, networking, and application software.
  • Good knowledge of information system auditing, monitoring, controlling, and assessment processes.
  • Good knowledge of secure configurations of network equipment (e.g., Firewalls, VPNs, IPS/IDS, routers, etc.).
  • Excellent skills in decision‑making, crisis management, and leadership.
  • Good skills in communication and presentation for technical and executive audiences.
  • Good skills in verbal and written communication.
  • Excellent ability to collaborate and foster teamwork.
  • Good ability to develop policy, plans, and strategy in compliance with laws, policies, and standards in support of organizational risk appetite and security posture.
  • Bachelor’s degree in Cybersecurity, Information Technology, Computer Science, Business Administration, or related field, or equivalent combination of education and experience.
  • Experience performing cybersecurity, information assurance, IT risk management, or other IT security operations.
  • Experience in a leadership position in an information technology environment, leading and directing the work of others.
  • Experience developing and administering cybersecurity training programs.
  • Experience developing and performing cyber incident response activities to detect, contain and remediate incidents.
  • Experience administering vulnerability management and flaw remediation programs.
  • Experience communicating with executive leadership and senior stakeholders.
Preferred
  • Master’s degree in Cybersecurity, Information Systems, or related field.
  • Experience leading cybersecurity programs in highly regulated environments.
  • Experience leading cybersecurity audits, vulnerability assessments, and penetration testing engagements.
  • Experience with cloud security architecture, such as IAM design, network segmentation, encryption, and workload protection.
