IT Project Manager

The Manager of Quality Engineering is responsible for advancing the maturity, scalability, and effectiveness of the enterprise Quality Engineering (QE) function across cloud and on‑prem platforms. This role drives QE governance, test automation, performance engineering, and test data management, and implements a product‑centric, outcome‑driven quality strategy that establishes best‑in‑class QE standards, tools, and practices.
Salary Range$130,000 ~ $160,000 (base pay may vary within the posted range based on job‑related knowledge, skills, and experience).

Wisconsin. Employees within 45 miles of WPS Headquarters (1717 W. Broadway, Madison, WI 53713) will be expected to work in the office three days a week. Remote work is available in the following approved states:
Colorado, Florida, Georgia, Illinois, Indiana, Iowa, Michigan, Minnesota, Missouri, Nebraska, New Jersey, North Carolina, Ohio, South Carolina, Texas, Virginia, Wisconsin.
- Define and execute the enterprise QE roadmap including governance, automation coverage, performance SLAs, test data strategy, and environment parity.
- Develop and maintain QE policies, standards, and guardrails integrated into CI/CD.
- Manage product budget and resource allocation to meet financial targets and maximize ROI.
- Negotiate and manage QE tooling and services, lead RFPs with Procurement and Legal.
- Lead the adoption of Artificial Intelligence in an enterprise‑wide Quality and Software Engineering program.
- Own test automation architecture (UI, API, service, data) and integrate with Azure Dev Ops/Git pipelines.
- Drive shift‑left quality and establish scalable frameworks with reliable reporting.
- Ensure compliance with healthcare regulations, data privacy, and security requirements in all product decisions.
- Maintain ongoing monitoring of application performance, validating that systems meet defined quality thresholds, SLAs, and reliability standards.
- Maintain audit‑ready compliance by enforcing consistent quality controls, documenting test evidence, and aligning QE processes with regulatory and security requirements.
- Lead and mentor a Quality Engineering team, fostering collaboration, accountability, and continuous improvement.
- Support career development, provide performance feedback, and drive capacity planning and management.
- U.S. citizenship required.
- Bachelor’s degree in Computer Science, Information Technology, Systems Administration, Software Engineering or related field, or equivalent combination of education and work experience.
- 7 or more years of progressive experience in Quality Engineering / Software Development life cycles.
- 3 or more years in a managerial or senior level role.
- Deep understanding of QE disciplines, governance, and modern software development practices with the ability to integrate automated testing and quality controls into CI/CD pipelines.
- Proficient in Agile/Scrum methodologies, backlog management tools (Jira, Azure Dev Ops), and iterative delivery practices including sprint cycles and PI Planning.
- Expertise in agile product management, scaled agile frameworks, or hybrid delivery models.
- Strong leadership and stakeholder management skills with the ability to influence and drive change across diverse teams and complex organizations.
- Ability to design and evolve scalable automation frameworks, establish quality standards, and drive shift‑left testing strategies within agile product teams.
- Ensure QE processes align with regulatory, audit and security requirements.
- Strong communication, analytical, problem‑solving, and decision‑making skills.
- Experience with AI and its implementation into QE programs and solutions.
- Experience with a variety of software engineering and software solutions development in multiple languages and technologies.
- Extensive hands‑on quality engineering experience as a thought leader, able to transition to a people‑leadership role.
