Technical Writer

The Technical Writer/Editor assists in collecting and organizing information for the preparation of user manuals, training materials, installation guides, proposals, and reports. This individual is responsible for performing the following tasks:
- Develop, edit, and maintain a variety of technical documentation, including Scopes of Work (SOWs), guidebooks, SOPs, and administrative reports, ensuring clarity, accuracy, and alignment with program goals.
- Collaborate closely with internal leadership and Subject Matter Experts (SMEs) to gather information and produce content that is technically sound and fit for purpose.
- Translate complex data processes, tools, and systems into accessible language and structured materials suitable for both technical and non‑technical audiences.
- Ensure all documentation complies with state standards for accessibility, plain language, and formatting requirements.
- Create, edit and ensure that all documents meet the State Accessibility standards.
- Manage version control, documentation repositories, and knowledge management resources to support operational continuity and effective information sharing throughout OED.
- Assist in performing financial and administrative functions.
- Conduct research and ensuring the use of proper technical terminology;
The technical writer will be assigned to various high‑priority projects aimed at enhancing OED's documentation and knowledge management capabilities. These projects include:
- Data Governance Framework Documentation:
Developing comprehensive documentation for OED's data governance policies, procedures, and standards to ensure consistent data quality and compliance. - Enterprise Data Warehouse (EDW) Technical Guides:
Creating and updating technical guidebooks and user manuals for the EDW, detailing its architecture, data models, and integration processes. - Data Initiative SOWs:
Drafting and refining SOWs for upcoming data projects, ensuring clear objectives, deliverables, and timelines. - Standard Operating Procedures (SOPs) for Data Operations:
Documenting and standardizing operational procedures for data ingestion, processing, and reporting to improve efficiency and consistency. - Knowledge Management System Enhancement:
Contributing to the development and maintenance of OED's internal knowledge management resources, including wikis, FAQs, and best practice guides.
The candidate must have excellent verbal and written English communication skills and strong understanding of IT concepts, terminology, and technologies, particularly those related to data management, databases, and data warehousing.
- Education: Associate’s Degree in related field. A Bachelor’s degree is preferred.

A minimum of five (5) years of experience in this area. - Specialized
Experience:
At least two (2) years of experience in preparing and editing documents for government data programs and a demonstrated ability to create high‑quality documentation for both technical and non‑technical audiences. - Writing samples will be requested if chosen for an interview.
