IT Business Analyst Senior Specialist (Supervisor)
Seeking a senior IT Business Analyst who will independently analyze and document user business requirements for agency and inter‑agency large‑scale, mission‑critical IT projects and enterprise applications that impact direct delivery of services.
Core responsibilities include providing independent critical thinking, translating business needs into technology requirements, leading other business analysts, and ensuring requirements are fully documented, tested, and validated.
Responsibilities- Collaborate with IT and business teams to ensure delivered changes meet identified need.
- Identify gaps between functional specifications and technology capabilities and develop solutions.
- Work with business and technical teams to assess impact of complex changes.
- Ensure user stories and acceptance criteria provide sufficient detail for developers and testers.
- Participate in sprint activities such as user story SME and support.
- Oversee maintenance of application support documentation: functional, technical, and business requirements; workflows; training materials.
- Utilize technical resources such as Sql Dbx and data dictionaries to define technical requirements.
- Act as SME and trusted advisor for the QA/testing team, validating that requirements are covered by test cases.
- Organize user participation locally or across the state for testing.
- Develop a UAT strategy document and oversee UAT execution, tracking bugs and results.
- Complete the final UAT report and provide go/no‑go recommendation for deployment.
- Lead new solution analysis, estimation, and planning.
- Supervise Business Analysts, including performance management and development.
- Complete Legislative Bill Analyses.
- Perform other duties as assigned.
- Degree:
Bachelor’s in computer science or related field from an accredited institution. - Minimum five (5) years progressive IT experience within the last eight (8) years in one or more of the following areas:
Business analysis, eliciting and managing technical and functional requirements, analyzing systems and data, enterprise application support, design documentation, user acceptance testing, project management, technical documentation. - Broad, progressive IT experience gained within the last eight (8) years.
- Associate degree with two (2) years of IT experience.
- High school diploma with four (4) years of IT experience.
- Experience in agile development methodology.
- Skills in Azure Dev Ops (ADO), Easy Vista, Visio, Snag It, SharePoint, Adobe Acrobat Pro, Microsoft Office Suite.
- Experience with BABOK or PMBOK techniques.
- Knowledge of SDLC and system implementation process.
- Business Analysis and/or Project Management training or certification.
- Certifications:
PMP, PMBOK, CBAP, BABOK, Agile/Scrum Alliance.
Telework/hybrid position. Eligible employees may work from anywhere within the state of Washington with reliable internet. Occasional in‑office attendance and travel may be required.
