Database Analyst

Role Overview

The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Oregon Department of Human Services (ODHS). OIS supports more than 18,000 agency staff by providing technology systems that determine client eligibility, deliver medical, housing, food, and job assistance, provide addiction and mental health services, manage provider licensing, and promote public health.

OIS seeks an experienced Database Analyst with expertise in the Ivanti ITSM suite, including the Neurons component. The analyst will play a crucial role in configuring and maintaining the new ITSM platform as the agency transitions from legacy CA Service Desk Manager (SDM) and CA Asset Portfolio Management (APM).

• Design workflow diagrams and process documentation for Ivanti ITSM and Neurons.
• Document ETL processes, data migration plans, and data cleansing activities.
• Perform data mapping, transformation rules, and create SQL queries, reports, and dashboards.
• Develop KPI metrics and analytics for operational insight.
• Write user guides, Standard Operating Procedures, and knowledge articles.
• Validate CMDB and configuration data, analyze asset, software, and contract information, and normalize software categories.
• Conduct data reconciliation, quality assurance, and UAT support and validation.
• Provide executive and operational reporting, trend analysis, and strategic recommendations.
• Support system integration with procurement, inventory, and discovery tools.
• Ensure data governance, compliance reporting, and stakeholder collaboration through workshops.
• Participate in Agile project activities, including sprint planning, reviews, and backlog management.
• Identify process improvements, propose optimizations, and help transition knowledge to OIS staff.

• Strong knowledge of ITSM and ITAM concepts and best practices.
• Experience developing and maintaining relational data models for ITSM platforms.
• Proficient in SQL, ETL tools, and data analysis techniques.
• Ability to produce clear, non‑technical documentation and deliver knowledge transfer to non‑technical stakeholders.
• Excellent written and verbal communication skills.

• 0–2 years of professional experience in software development, maintenance, or implementation.
• Equivalent experience from accredited college training, graduate coursework, or IT certification programs.
• Alternately, two (2) years of work experience as a Data Administrator, Data Warehousing Administrator, Data Architect, Database Analyst, or related role.
• Demonstrated experience as a Data Analyst with strong capabilities in data decomposition, flow diagram creation, and database design.

• Working on state government IT projects.
• Ivanti implementation or support for health or human services agencies.
• Experience in large‑scale database management and performance tuning.
