Overview
GovCIO is currently hiring for a Requirements Analyst who will support the Department of Veterans Affairs (VA) in defining, structuring, and translating complex technical and business needs into clear, outcome-based requirements suitable for acquisition action. This role sits at the intersection of business analysis, software development, and federal contracting, requiring the ability to engage deeply with program stakeholders, understand how systems and workflows operate, and produce documentation that is both technically precise and acquisition ready.
The ideal candidate brings hands‑on software development or systems engineering experience, ideally within a healthcare IT environment, and understands how requirements drive not just development, but procurement. This analyst does not simply document what stakeholders say; they critically assess, structure, and shape requirements to ensure they are feasible, traceable, outcome‑oriented, and positioned to support effective contract actions. They are equally comfortable in a technical architecture discussion as they are helping a Contracting Officer shape a task order.
This position will be a fully remote within the United States with core hours of operation from Monday to Friday 8 AM to 5 PM ET, with potential (0‑15%) travel required.
- Elicit requirements through document analysis, stakeholder meetings, structured interviews, and collaborative working sessions, drawing out both stated and unstated needs across business, technical, and operational domains.
- Analyze and document business processes, workflows, and system interactions to establish a clear baseline understanding of current and future state conditions that drive requirements.
- Conduct validation and traceability reviews with stakeholders to confirm that documented requirements accurately reflect business intent and can be tracked through design, development, and delivery.
- Develop detailed technical documentation including requirements specifications, functional design documents, use cases, user stories, and acceptance criteria suitable for both development teams and acquisition professionals.
- Collaborate with product managers, developers, architects, and SMEs to assess the feasibility of requirements and ensure alignment with technical constraints, architecture standards, and mission objectives.
- Conduct structured bundling analyses, looking at the full portfolio of upcoming requirements to determine whether work should be consolidated into a single contract action or issued separately, based on factors such as technical alignment, mission outcome, urgency, and lifecycle phase.
- Translate stakeholder needs into outcome‑based, acquisition‑ready requirements for contracts and/or task orders, ensuring requirements describe what must be achieved rather than prescribing how it must be built.
- Assist Government leads in shaping acquisition package documentation, including Performance Work Statements (PWSs), Statements of Objectives (SOOs), and supporting artifacts that position the Government for outcome‑based contract actions.
- Bachelor's degree in Engineering, Computer Science, Systems, Business or related scientific/technical discipline and 15 years of related experience.
- 10 years of additional relevant experience may be substituted for education.
- Minimum 4–6 years of hands‑on experience in software development, systems engineering, or technical product/program management.
- Practical, practitioner‑level experience with the full software development lifecycle (SDLC): requirements, design, development, testing, deployment, and operations.
- Ability to read, interpret, and critically evaluate technical artifacts including architecture diagrams, API documentation, data flow diagrams, and system interface specifications.
- Experience translating technical requirements into acquisition‑ready documentation (PWSs, SOOs, CDRLs, QASPs, or equivalent).
- Familiarity with modern development tooling: version control (Git), CI/CD pipelines, cloud environments (AWS Gov Cloud, Azure Government), and automated testing frameworks.
