Mid-Sr Test Engineer; Remote

Overview

GovCIO is currently hiring for a Test Engineer to design, develop, and implement testing methods ensuring products satisfy business requirements. This will be a fully remote position within the United States.

• Designs, develops, and implements testing methods and equipment to ensure product performance to specifications.
• Plans and arranges the labor, schedules, and equipment required for testing and evaluating products.
• Develops test cases for test plans and creates test scenarios in which tests are carried out.
• Compiles data, defines required changes, and reports defects and problems that occur during the test process.
• Implements and participates in the walkthrough of the product, including automated testing where applicable.
• Consults with the development and/or requirements team to coordinate and test applications.
• Performs analysis, diagnostics, and preliminary evaluations of products and develops testing procedures.
• Develops test plans, scripts, scenarios, functional tests, regression tests, and deployment tests.
• Implements the testing processes and ensures all test activities follow those processes, producing reports on each test activity and tracking test metrics.
• Monitors for continual test process improvement through failure analysis, throughput analysis, and yield analysis, reporting findings to management periodically.
• Manages manual and automated testing of integrations, interfaces, data transfers, and APIs.
• Tests Web Services using tools like Ready API, Postman, Wave, AMP, etc.
• Participates in the End-to-End Software Testing Life Cycle, including defect logging, verification of closure, and Root Cause Analysis.
• Conducts functional testing (System, Regression, and User Acceptance).
• Performs database testing using SQL queries and simple scripts.
• Ensures a thorough understanding of integration requirements and maps them to user stories, acceptance criteria, and test cases.
• Uses Jira for maintaining sprint test artifacts and X‑RAY for test execution.
• Analyzes test results, manages defects, reports on findings, and maintains the Requirements Traceability Matrix (RTM).
• Demonstrates experience in AWS Cloud and exposure to CI/CD tools such as Jenkins, Maven, Nexus, Git Hub, etc.
• Proactively communicates and coordinates with various internal and external project stakeholders.
• Exhibits analytical and investigative skills, willingness to learn, and ability to troubleshoot.

Bachelor’s degree with 5‑8 years of experience (or commensurate experience).

• Experience in manual, integration, functional, and automated testing.
• Extensive Jira experience building test plans, issues, and executions, and creating report outputs.
• Experience working in an Agile environment.

• Extensive integration and interface testing experience.
• Exposure to corporate databases, MPI, VA Profile Database, and existing API services in the VA network, including writing simple Oracle scripts for testing.
• Experience with VA and/or other Federal Agencies.
• Demonstrated experience in a remote work environment.
• Strong understanding and hands‑on experience with FISMA, NIST‑800‑53 guidance, HIPAA, and the HITECH Act.
• Well‑versed in Agile methodology and the VA Veteran‑Focused Integration Process (VIP) project management methodology.

• Ability to obtain and maintain a Suitability/Public Trust clearance.
