CAPPS HR PY Time & Labor Analyst (Remote)
Location:
Austin, TX
Duration: 12 Months with possible extension
The client work includes, but is not limited to, the following:
- Performing highly advanced (senior-level) consultative services and functional assistance work related to supporting the CAPPS Program.
- Provide support for the CAPPS HR/PY Time and Labor (T&L) module in alignment with direction from module and tower leads, client management, and in coordination with the Tier 3 Managed Services vendor.
- Provide support for functional configurations, including, but not limited to:
- TRCs
- Programs
- Work groups
- ORCs
- Task Profiles
- Task Groups
- Schedules
- Value List
- Security Groups
- Building Time & Labor Rules and Rule Programs, including Rule Definitions
- Provide support for implementing and supporting the Fluid timesheet functionality, including, but not limited to:
- System Configuration in the Time & Labor module
- Fluid timesheet setup
- Security and roles
- Integrations
- Testing
- Training and Documentation
- Expansion and Change Management
- Ongoing support and maintenance
- Responsible for technical skillsets for applicable tools, including, but not limited to:
- Understanding Application Designer (records, fields, pages, components)
- Integration Broker (Web Services, REST/SOAP Integrations)
- SQR and BI Publisher report customization
- SQL Proficiency
- Understanding of People Soft security, inclusive of client multitenancy requirements
- Planning, designing, developing, implementing, supporting, and maintaining the information technology security measures to safeguard system information.
- Responsible for supporting T&L batch job issues and/or failures.
- Responsible for tools and environment knowledge, including, but not limited to:
- PUM (People Soft Update Manager) and Change Assistant
- Fluid UI changes and page navigation
- Lifecycle management and selective adoption
- Elasticsearch/Search Framework
- Data migration and compare reports
- Responsible for providing functional support for the CAPPS HR/PY application, and shall be a point of contact for CAPPS agencies as applicable.
- Responsible for the CAPPS HR/PY functional design phase, which includes creating and/or reviewing Functional Design Documents (FDDs), performing functional configuration system changes, and other functional activities assigned. Functional configurations include, but are not limited to, People Soft delivered features (e.g., Page and Field Configurator, Drop Zones, Event Mapping, Page Composer, and others).
- Responsible for cross-functional collaboration, including, but not limited to:
- Strong problem-solving and troubleshooting
- Ability to interpret the client HR policies into system configuration and code modifications
- Requirements gathering for applicable break/fix or system enhancements
- Documentation and testing (UAT, regression testing)
- Incident management in systems like Service Now and BOSSDesk, with the ability to keep multiple systems synchronized with timely updates
- Communication skills when working with policy personnel, other analysts, 100+ agencies, and our Managed Services Tier 3 vendor.
- Understanding and accounting for interdependence on legacy systems (SPRS, HRIS, etc.).
- Providing structured cross-training to support junior analyst capability growth.
- Providing comprehensive training and support to agency personnel in accordance with established requests and organizational requirements.
- Responsible for active project participation, including, but not limited to:
- Expansions that include additional module implementations or enhancements for agencies
- Cyclic processes such as fiscal year-end, calendar year-end, 1095-C creation and distribution, client legislative changes, federal mandates, and third-party integrations.
- Performs all duties following client’s processes, policies, and procedures within project scope and on schedule in accordance with milestones, deliverables, and due dates.
- Responsible for supporting and assisting with the Fiscal Year-End, including but not limited to:
- Planning, scheduling, and communicating
- Annual sick leave conversion from USPS to CAPPS
- Time & Labor Fiscal Year End Leave Liability File processing
- Loading leave data to the Emergency Leave Reporting application
- Provides Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration, all following established, auditable processes in coordination with a Managed Services vendor responsible for Tier 3 work.
- Responsible for ensuring that all digital products and content meet WCAG 2.1 accessibility standards. This includes maintaining perceivable, operable, understandable, and robust experiences for all users, regularly reviewing content for compliance, and implementing updates or remediation whenever accessibility issues are identified.
- Works under minimal supervision, relying on experience and judgment to plan and accomplish goals, independently performing a variety of complicated tasks. Established processes and procedures must be followed.
