People Soft Analyst (Information Technology Professional

B)

The Office of City Finance (OCF) is responsible for the financial operations of the City of Seattle, working closely with the City’s Budget Office. OCF oversees financial control functions and enterprise reporting, supporting the goals set by the Mayor and City Council. OCF champions race and social justice and participates in the Race and Social Justice Initiative (RSJI).

Business Systems, a division within OCF, supports the City’s enterprise back‑office systems for day‑to‑day financial operations, including Financial and City Business and Occupation License and Tax Collection. The team provides functional expertise across People Soft Financial Supply Chain Management (FSCM) submodules—system support, upgrade testing, key feature adoption, and data quality and reconciliation. The People Soft 9.2 system supports central financial oversight, regulatory reporting, and internal controls for varied City operations.

Responsibilities
  • Proactively triage, research, analyze, and provide solutions to People Soft issues submitted via the City’s helpdesk.
  • Document requirements, ensuring understanding across business, functional, and technical stakeholders with a focus on process improvement and automation.
  • Ensure release work is delivered on schedule, raising blocking issues to management promptly.
  • Develop options analysis and business requirement documentation to support governance decisions for special projects and issue resolution.
  • Build and execute test scripts (automated and manual) and documentation for change/update projects.
  • Lead as a functional People Soft application expert, identifying value‑added features, planning implementation, and developing key training for business users.
  • Champion data quality from entry through sub‑modules to the general ledger for timely, accurate financial reporting.
  • Make functional configuration updates to the People Soft application to support business requirements and process improvement.
Minimum Qualifications
  • Bachelor’s degree in accounting, computer science, or an equivalent combination of education and experience.
  • Extensive knowledge and experience supporting financial ERP applications or similar systems across multiple process areas.
  • Proficiency in multiple People Soft Financials modules or equivalent systems.
  • Experience documenting business requirements and translating them into functional designs.
  • Experience testing software.
Additional Qualifications (Not required but desirable)
  • Knowledge of ERP development and release phases and best practices.
  • Expertise in software development and support foundations, including change control.
  • Experience with automated testing tools.
  • Experience using change control tools such as Quest Stat.
  • Excellent customer service and conflict resolution skills.
  • Strong analytical and problem‑solving skills.
  • Curiosity, creativity, and a growth mindset.
  • Familiarity with public sector financial systems or processes.
Pay

This full‑time position is classified as an Information Technology Professional

B. The full salary range is $54.81-$82.28 per hour. Based on pay equity and budget analysis, the identified range for this role is $54.81-$69.00 per hour.

Workplace Schedule / Environment

Hybrid schedule with remote work flexibility, requiring a minimum of three days per week in the office. Individual schedules will be established in agreement between the employee and supervisor. Work is conducted in both office and remote environments, fostering a collaborative and inclusive team atmosphere.
