Remote TX Government – People Soft FSCM/HCM Administrator (15+ years) with expertise in People code, People Tools, Application Designer, SQL, PS Query, SQR, Application Engine, Oracle, CAPPS, and ITIL.
Location:
Austin, TX (Texas Comptroller of Public Accounts). Duration: 12 months.
The selected vendor’s candidate will support CPA’s Fiscal Management Statewide Fiscal Systems team, providing consultative services for the Centralized Accounting and Payroll/Personnel System (CAPPS) Program, which includes HR/Payroll, Financials, STARR, and ancillary systems. The candidate must be adaptable and capable of learning new systems such as CGI Advantage.
Training and ReportingAnnual professional training requirement:
The candidate must complete a minimum of ten (10) hours of professional training relevant to the services under this contract, at their own cost and time, and provide a training report to the CPA Contract Manager by July 31 each year.
- Serve as a senior‑level consultant providing technical assistance related to the CAPPS Program.
- Define and evolve the program’s long‑term vision and strategy aligned with Texas State goals and technical realities.
- Translate high‑level business objectives into clear technical product roadmaps, prioritizing features on value, feasibility, and capacity.
- Partner closely with the Managed Services vendor to shape architecture, evaluate technical trade‑offs, and ensure high‑quality implementation.
- Understand system design, APIs, data flows, and platform constraints to make informed decisions.
- Identify technical risks, dependencies, scalability issues, and integration constraints early.
- Communicate product decisions and rationale across teams and serve as bridging voice between business needs and technical execution.
- Maintain standards for security, performance, compliance, and architecture, ensuring all digital products meet WCAG 2.1 accessibility standards.
- Assist with contract management oversight activities, including annual IT control audits, contract data security, user permissions, audit trails, and compliance.
- Perform technical reviews of contract templates, metadata structures, workflows, and automation rules.
- Support reporting and analytics for contract KPIs, compliance metrics, and lifecycle performance.
- Review and recommend approval for technical deliverables related to CAPPS Architecture, SDLC, Disaster Recovery, Security Plans, and technology plans.
- Plan and coordinate technical upgrades (People Soft image, People Soft Fluid, People Tools, software publisher upgrades).
- Act as technical advisor during CPA procurement cycles, providing research, drafting, and technical input.
- 15+ years of experience as a People Soft FSCM/HCM administrator with People code, People Tools, Application Designer, SQL, PS Query, SQR, Application Engine, and Oracle 11+.
- Extensive Texas public sector experience supporting a Texas state government agency.
- Extensive experience performing technical activities for CPA application systems.
- Extensive experience creating and managing a strategic roadmap combining strong planning skills, technical insight, and cross‑functional communication.
- Experience preparing materials for and conducting executive‑level presentations.
- Experience performing technical project management activities for CPA’s CAPPS program.
- Experience interpreting contractual language and integrating it into daily workflows while holding vendors accountable.
- Extensive knowledge of data integration, data quality, and SDLC processes and methodologies.
- Experience in IT security and control practices.
- Experience with CAPPS Central production and deployment support for >100 agencies and 5 Hub instances.
- Experience with IT service desk functions and ITIL framework.
- Experience with user role segregation of duties (SoD) in multi‑tenant software applications.
- Experience managing outsourced technical teams and overseeing a Managed Services provider.
- Preferred: software and hardware management industry best practices.
- Preferred: CPA legacy Statewide Financial Systems production support activities.
- Preferred: developing technical specifications to support IT procurements.
- Subject matter expert in user role Segregation of Duties (SOD) for CAPPS multi‑tenant applications.
- Subject matter expert and Delegated Administration Level 3 for Texas Digital Identity Services (TDIS).
- Subject matter expert for Path Lock products:
User Access Review (UAR), Single Sign‑On (SSO), Data Masking, and A360.
