Capital Planning / eCPIC Subject Matter Expert (SME)
Location: Remote
Employment: Part-time (0.50 FTE / approximately 20 hours/week)
Clearance: Public Trust (ability to obtain; current clearance a plus)
Position OverviewZenius Corporation is seeking a Capital Planning and eCPIC Subject Matter Expert to support the Business Case and IT investment management activities on a federal IV&V oversight engagement. This is a part-time role (approximately 20 hours per week). You will serve as the SME for all capital planning activities related to a major federal IT investment, providing expert advisory services to ensure the program achieves the highest possible OMB IT Dashboard score.
You will manage OMB 300 submissions, support earned value analysis, lead Program Assessments (PA), Operational Analysis Reports (OAR), Analyses of Alternatives (AoA), and Post-Implementation Reviews (PIR), and coordinate directly with the agency Investment Assistance and Management Team (IAMT).
- Provide expert advisory services across all IT investment management activities; serve as the team's primary Subject Matter Expert on OMB IT investment management, earned value analysis, and relevant OMB directives
- Support preparation of monthly, quarterly, and annual OMB 300 submissions; enter all submissions into the FOLIO/eCPIC system and maintain meticulous change documentation to support audits
- Prepare and modify federal IT program Business Cases to meet Department requirements and timelines; ensure business cases accurately reflect project status and comply with OMB guidance
- Participate in the agency's IT oversight reviews including technical architecture reviews, security reviews, and production readiness reviews; provide expert capital planning input
- Work with the COR to ensure the program receives the highest possible score on the OMB Federal IT Dashboard; provide project cost and schedule information during Control, Select, and Evaluate Phase reviews
- Respond to ad hoc data requests from the Department's Investment Assistance and Management Team (IAMT); complete Capital Planning Process Select and Control phase requests
- Assist with the annual IAMT IT budget formulation and execution for the major investment; complete ad hoc requests related to project schedule, costs, performance, and risks
- Attend all capital planning meetings and briefings to remain current on process changes and OMB requirements; provide CPIC/FOLIO Overview Briefings annually or as needed
- Lead completion of the annual Program Assessment (PA): collect supporting documentation, upload to the IAMT SharePoint site, and coordinate corrective actions in the PA Action Plan
- Lead or support completion of the Operational Analysis Report (OAR), Analysis of Alternatives (AoA), and Post-Implementation Review (PIR) as required under the PWS; coordinate with the system contractor and COR for each
- Input all monthly and quarterly updates to the agency's IT reporting system; prepare deliverables including MSIX Business Case Updates, Folio/OMB 300 Update and Submissions Evidence, CPIC/FOLIO Overview Presentation Briefing, and IAMT IT Budget Formulation Documents
- Bachelor's degree in Business Administration, Public Policy, Information Technology, Finance, or a related field
- 7+ years of federal IT capital planning and/or IT investment management experience
- Demonstrated experience preparing and submitting OMB 300 documentation via FOLIO or eCPIC
- Working knowledge of the federal CPIC process including Select, Control, and Evaluate phases
- Experience with earned value management (EVM) analysis and OMB IT Dashboard reporting
- Experience conducting or contributing to a federal Program Assessment (PA), OAR, AoA, or PIR
- Ability to obtain and maintain a federal Public Trust clearance
- Active federal Public Trust clearance or prior federal background investigation adjudication
- PMP, FAC-P/PM, DAWIA, or comparable federal project/program management certification
- Direct experience with the OMB Federal IT Dashboard and agency reporting requirements for major IT investments
- Familiarity with the Federal Enterprise Architecture Business Reference Model (FEA BRM) and Department Enterprise Architecture processes
- Experience supporting the IAMT IT budget process at a federal civilian agency
- Experience on federal education, records exchange, or student data programs
This is a hybrid position. The selected candidate will work remotely the majority of the time, with required in-person presence at the client site in the Washington, DC Metro Area for key meetings, reviews, and deliverable walkthroughs. The frequency of on-site presence is driven by program cadence and COR direction. A reliable home office setup with secure internet access is required for remote workdays.
