The Position
Are you a driven and creative leader who is ready to grow into a new challenge? The Director of Billing and Cost Recovery Management within the Office of Administration plays a key role in supporting the financial health of statewide technology services. This senior‑level position is responsible for the oversight of IT financial management, cost recovery mechanisms, and revenue strategies. You will work with many teams to strengthen financial practices and ensure agencies have what they need to succeed.

This position supports the statewide management of IT financial operations and strengthens the systems that guide billing, cost recovery, and revenue planning. The role helps ensure that financial practices align with agency needs and enterprise standards. As a Director of Billing and Cost Recovery Management, you will perform the following duties:
- Financial Leadership:
Guide statewide IT financial planning, including forecasting and the use of Technology Business Management principles. - Billing Oversight:
Manage shared services billing processes and ensure accuracy in cost recovery and revenue tracking. - Policy Guidance:
Support agencies and leadership in applying financial policies, standards, and strategic practices. - Collaboration Coordination:
Work with enterprise teams and delivery centers to align operational activities with financial objectives. - Governance Support:
Help develop financial governance practices that improve transparency and promote cost effective services.
- Full‑time employment.
- Work hours are 8:00 AM to 4:30 PM, Monday – Friday, with a 60‑minute lunch.
- Telework:
You may have the opportunity to work from home part‑time, three days in office and two days telework. To telework, you must have a securely configured high‑speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. - Salary:
In some cases, the starting salary may be non‑negotiable.
- Twelve years of professional information technology experience; or
- Eight years of professional information technology experience and a bachelor’s degree; or
- An equivalent combination of experience and training.
- At least three years of experience using SAP reporting tools.
- At least three years of experience using SAP’s SRM software.
- At least three years of experience with billing and cost recoveries in a government setting.
- Must be able to perform essential job functions.
- Must pass a background investigation and meet Criminal Justice Information Services (CJIS) compliance requirements.
