Project Manager / Business Analyst (Information Technology Analyst III)

Wethersfield, State Of Connecticut Judicial Branch seeks a skilled and experienced professional for the Jury Administration Unit. Preference will be given to candidates with experience and knowledge in the following areas:

• Using Microsoft Azure Dev Ops to manage projects
• SQL Server Management Studio 2016 or higher
• Experience with Agile Development Frameworks

Project Management:
Assist the Project Manager or higher-level employee in organizing and executing complex technology subprojects and projects; coordinate, monitor & control and close projects; schedule and facilitate meetings for planning, coordinating and tracking the design, development, programming and implementation of information systems subprojects and projects; track project progress and escalates risks to management; produce project status reports for management use.

Business Analysis:
Manage complex system and project requirements; identify changes to scope and track requirements through implementation; define key business processes and identify critical paths of operations; assess impact of technology on business processes; propose, document and assess technical solutions to business needs, verify and validate complex system specifications; provide gap analyses; translate business needs into system specifications; provide elicitation and facilitation services.

Project Management:
Served as a task coordinator responsible for planning, coordinating and tracking the design, development, programming and implementation of information system project components.

Business Analysis:
Participated in application development projects providing specifications, documentation, and/or training materials obtained using elicitation and facilitation techniques.

Performs other related duties as required.

Upon satisfactory completion of the initial probationary period, hybrid remote work may be available.

Salary range: $111,858 – $148,027 per year plus State of Connecticut benefits. New employees begin at the minimum. The starting salary for existing state employees may be higher than the minimum, in accordance with existing Judicial Branch policy.

General experience: eight (8) years in information technology (IT), programming, systems/software development or another IT related field with a concentration in the specific area(s) of the position being applied for.

• College training in management information systems, computer science, electrical engineering or related area may be substituted for general experience on the basis of fifteen (15) semester hours equal to six (6) months of experience to a maximum of four (4) years for a Bachelors degree.
• A Masters degree in management information systems, computer science, electrical engineering or related area may be substituted for one (1) additional year of the general experience.
• Relevant certification in management information systems, computer science, electrical engineering, project management or related area may be substituted for up to six (6) months of the general experience.

Incumbents may be required to travel within the State in the course of daily work.
