IT Infrastructure Manager
Winston‑Salem State University (WSSU) is a distinguished institution that combines academic excellence, community engagement, and a commitment to fostering student success. This role, reporting to the Chief Information Security Officer, oversees the IT infrastructure including network, server, data communications, and telecommunications systems. The position is on‑site with very little remote work opportunities.
Responsibilities- Oversee campus internet connection, access requirements, camera surveillance system, data cable plant including fiber optic backbone, campus PBX, VOIP phone and voicemail systems, and data center components.
- Install, maintain, and support associated infrastructure, access, telecom, and connectivity.
- Design and implement short‑ and long‑term strategic plans to meet infrastructure capacity needs.
- Develop, implement, and maintain policies, procedures, and training plans for infrastructure and server administration and project management.
- Participate in developing IT strategies with the executive team.
- Research and recommend products, services, protocols, and standards for procurement and development.
- Establish service level agreements with business units.
- Manage priorities for design, maintenance, development, and evaluation of all infrastructure systems, including LANs, WANs, Internet, intranet, security, wireless implementations.
- Conduct feasibility studies for upgrade projects, improvements, and conversions.
- Define hardware and software standards with owners and stakeholders.
- Test network performance and provide statistics and reports; develop strategies for maintaining infrastructure.
- Test server performance and provide reports; develop strategies for maintaining server infrastructure.
- Manage operational costs and perform financial forecasts.
- Maintain communication with executives, decision‑makers, stakeholders, department heads, and end users regarding infrastructure activities.
- Practice IT asset management, including inventory maintenance.
- Direct and administer a contingent of network analysts and technicians; conduct performance reviews and corrective action as needed.
- Prepare RFPs, bid proposals, contracts, scope of work reports, and other documentation for infrastructure projects.
- Negotiate with vendors, outsource rs, and contractors to secure infrastructure‑specific products and services.
- Assist with planning and deployment of infrastructure security measures.
- B.S. degree in Information Technology, Technology Management, Computer Technology or a comparable field with emphasis in Data Networking, Telecommunications, Systems Administration, Data Center Management, or Infrastructure systems.
- Minimum of 5 years of experience in network and telecommunications analysis and administration, including design of a major multi‑vendor network or telecommunications environment.
- Management experience involving project management, planning, cost estimating, budget oversight, and supervision.
- Working knowledge of virtualization (VMWare or equivalent).
- Understanding of network design and voice, video, and data networking and telecommunications design, protocols, and products.
- Demonstrated ability to manage multiple technical projects with high detail and short deadlines.
- Understanding of current and emerging voice, data, and telecommunications technologies.
- Effective interpersonal, customer service, organizational, and team‑building skills.
- Ability to maintain confidentiality regarding information processed, stored, transmitted, or accessed by the systems.
- Excellent verbal and written communication skills; proficiency in writing technical specification documents.
- Availability for evenings, nights, and weekends to respond to calls; occasional travel to remote sites may be required.
- M.S. degree in Information Technology, Technology Management, Computer Technology or a comparable field with emphasis in Data Networking, Telecommunications, Systems Administration, Data Center Management, or Infrastructure systems.
- 8–10+ years of experience in maintaining systems and networking infrastructures, preferably in higher education.
