The Division of Child and Family Services (DCFS) is looking for a dedicated professional to fill a SAFE Senior Business Analyst position in their State office. This position may be eligible to work a hybrid schedule of both in-office and telework days. A position’s eligibility for hybrid work is established by agency management and is subject to change at their discretion at any time and for any reason.

The SAFE Senior Business Analyst is primarily responsible for ensuring Utah's Comprehensive Child Welfare Information System (CCWIS), also known as SAFE, provides the necessary capability and reliability for caseworkers, supervisors, and administrators to effectively document and review case-management activities. In cooperation with DCFS administration and the Department of Technology Services staff, they help determine how agency rules, practices, and requirements will be developed, tested, and implemented in the SAFE system.
The SAFE Senior Business Analyst is also responsible for the design and implementation of various automated functions in the CCWIS application.
- Meets with administration, frontline staff, and partnering agencies to discuss business functions and processes to ensure new SAFE features are aligned with the agency mission and goals.
- Makes decisions and/or solves problems using logic to identify key facts, explore alternatives, and propose quality solutions using business analyst techniques.
- Gathers, interprets and analyzes data.
- Effectively negotiates conflicting needs and interests between parties.
- Provides high quality independent analysis, conclusions, and recommendations using business analysis tools and methods.
- Transfers in writing the scope of work, the feature description, validations, and other business rules of the application or feature for the programmers and users prior to development.
- Tracks and monitors projects from beginning to end to ensure projects are completed on time.
- Understands and uses a variety of testing methods to ensure system functionality of the SAFE system before features are released to production.
- Communicates and resolves issues with users and programmers.
- Delivers presentations, training, or instruction to staff and management.
- Determines software requirements for the SAFE system and can translate business needs to programmers.

- Good understanding of Utah’s Comprehensive Child Welfare Information System (SAFE).
- Able to use basic programming and relational databases such as Structured Query Language (SQL), JavaScript, Amazon Quicksight.

- Understands the software development lifecycle.
