Full Time | Permanent

Salary Range: $103,536 - $139,236 per year

Work Mode: Telework/hybrid. Candidates may work from anywhere within Washington state with a reliable internet connection. Travel may be required.

The Washington State Department of Corrections seeks a strategic leader to join the Information Technology team as a Technical Systems Manager. The role oversees the technical infrastructure that supports the agency’s healthcare technology ecosystem, including Epic EHR, HL7/FHIR interfaces, identity and access management, data integrations, security controls, and third‑party application connectivity.

Responsibilities
  • Oversee the design, implementation, stabilization, and ongoing management of the agency’s Epic electronic health record environment.
  • Lead all technical work streams for the Epic implementation: interface engine setup, security configuration, printing, and third‑party system integration.
  • Manage a team of application analysts, interface engineers, and security specialists, providing leadership and accountability for complex technical solutions.
  • Assemble and interpret business requirements, serving as the technical expert for all aspects of the Epic implementation and related systems.
  • Configure and deploy Epic interoperability tools such as Care Everywhere, FHIR APIs, Bridges, and Interconnect.
  • Collaborate with state infrastructure teams on network readiness, hardware provisioning, Citrix/VDI deployment, and printing architecture.
  • Assess and communicate the complexity of requests driven by business needs and the HCMACS program.
  • Coordinate the integration of Epic with external systems, including laboratory, pharmacy, health information exchange, claims processors, and data warehouses.
  • Lead configuration and management of user roles, templates, and security classes within Epic.
Qualifications

Required:

  • 5+ years of experience with Epic technical environments, including hands‑on implementation of interfaces, security, and infrastructure components.
  • Current or former Epic certification or proficiency in Bridges, Chronicles, Interconnect, Hyperspace Configuration, or Security modules.
  • Strong experience managing integrations via HL7, X12, CCD, FHIR, APIs, or other healthcare standards.
  • Demonstrated experience leading technical projects or teams through an Epic implementation or major upgrades.
  • Excellent communication, stakeholder engagement, and project leadership skills.

Preferred:

  • Bachelor’s or higher degree in Health Informatics, Public Health, IT, or related field.
  • Epic certification.
  • Experience working in a hospital, clinic, laboratory, or other clinical setting.
  • Knowledge of HL7 standards (FHIR, ELR, v2, eICR, CCD, CQL).
  • Familiarity with state IT security standards, incident response protocols, and network infrastructure in a government setting.
  • Knowledge of platforms such as Ensemble, Cloverleaf, Mirth, Citrix, Microsoft Azure, or state‑hosted data centers.
  • Prior experience implementing Epic within correctional health, public health, FQHC, or government healthcare organization.
