Description of Work Salary Range: $87,617 - $131,426

The position is designated Statutory Exempt (EHRA) and is exempt from the State Human Resources Act.

This position may be eligible for hybrid remote work in accordance with state policy and the agency’s remote work program but does require weekly onsite work.

We currently have an opening for an Applications Systems Specialist I.The Digital Experience & Accessibility Specialist provides consultation, guidance, and technical expertise to support enterprise digital experience initiatives that help state agencies and local governments deliver accessible, effective, and user-centered digital services. Serving as a subject matter expert in digital accessibility, digital experience, and web strategy, this position provides consultation and technical expertise to improve the quality, usability, accessibility, and performance of government websites and digital services.

As a member of the Digital Services team, the position supports the implementation of new websites and services on the State's Digital Commons enterprise Drupal platform. Responsibilities include analyzing business requirements, collaborating with agency stakeholders and technical teams, configuring platform solutions, and ensuring websites meet enterprise standards for accessibility, usability, security, and content quality. The role also evaluates complex websites and embedded applications, identifies opportunities for improvement, and develops practical recommendations that enhance the overall digital experience.

Key Responsibilities:

Provide consultation, guidance, and technical expertise to support enterprise digital experience initiatives, helping state agencies deliver accessible, user-centered, and effective digital services that comply with the NC Accessibility and Usability Standard, WCAG, Section 508, and ADA requirements.

Conduct accessibility audits of websites and web applications using automated and manual testing methods and provide actionable recommendations for remediation.

Partner with agency teams and developers to integrate accessibility and usability throughout the design, development, and content lifecycle.

Support the strategy, enhancement, and ongoing operation of the enterprise Drupal Digital Commons platform.

Participate in the design, testing, validation, and deployment of new platform features and enhancements.

About the Division:

The Digital Services team within the NC Department of Information Technology (NCDIT) Enterprise Applications Division provides strategic leadership, standards, support, and governance for North Carolina’s enterprise web and digital presence. The team manages Digital Commons, the State’s enterprise Drupal-based web content management and hosting platform, which supports more than 95 websites and digital services for Cabinet agencies, Council of State agencies, and State Boards and Commissions.

Digital Commons provides a secure, accessible, and cost-effective platform that enables agencies to efficiently manage digital content while benefiting from centralized hosting, security, governance, and support services.
