Position: Grants Software Analyst (Analyst IV) - Denver

Grants Software Analyst

This position serves as Staff Authority and CDOT-wide lead for Grants Management Software. The Grants Software Analyst is responsible for strategic implementation, testing, configuration, integration, and continuous support and improvement of a centralized grants management platform, as well as decommissioning of legacy systems. This position leads the end-to-end lifecycle of CDOT's Grants Management Software (GMS) and acts as the primary subject matter expert, providing strategic guidance, training, and QA/QC oversight to internal teams, regional offices, and external enterprises.

The Analyst develops and implements policies and procedures and specifications related to the GMS and Project Management System and develops guidance to ensure uniform application of policies and procedures.

Your duties and responsibilities will include, but not be limited to, the following:

  • Responsible for strategic implementation, configuration, integration, management, and continuous support and improvement of a centralized grants management platform.
  • Ensures the Grant Management Software (GMS) aligns with CDOT's grantmaking business processes, compliance requirements, and operational goals across multiple divisions and stakeholders.
  • Acts as the operational architect of CDOT's grantmaking system, responsible for translating fragmented processes into a standardized, data-driven enterprise platform and ensuring it works and sees widespread adoption in practice.
  • Develops a long-term strategic plan for the GMS, overseeing its multi-phased approach to achieving a single, functional, efficient, and maintainable platform.
  • Evaluates systems on an ongoing basis and recommends needed updates/changes to the GMS based on changes to business needs, software efficiencies, etc.
  • Prioritizes projects within the grants software implementation project, securing necessary approvals for process changes, and collaborating with subject matter experts to gather input on GMS requirements.
  • Oversees and acts as the primary contact for consultants supporting GMS implementation, support, and updates.
  • Translates grant compliance and administration requirements into functional software workflows.
  • Creates customizable fields, updating form layouts, and configures filters in Fluxx.
  • Builds or adjusts automated workflows, such as field validations, conditional routing, and approval paths.
  • Manages the collaborative grantee portal, including portal design and structuring the external dashboard.
  • Coordinates User Acceptance Testing, including test scripts to make sure system updates, patches, or data integrations are working correctly before they go live.
  • Shares insights from subject matter experts to develop, connect, and maintain integrations with various software systems like SAP, OnBase, and others, ensuring an efficient and grants management tool.
  • Works to transition and decommission legacy software.
  • Develops/integrates mechanisms for enterprise-wide visibility into grant status, risks, timelines, and work with grants Budget Analyst for financial visibility.
  • Recommends allocation of resources.
  • Provides input into/advises on policies and develops and implement procedures and specifications related to the GMS.
  • Actively provides input and suggestions to revise, update, and distribute written documentation to include procedure manuals, checklists, memos, policies, and manuals to ensure effective and efficient grant administration and to incorporate necessary information/requirements related to the GMS.
  • Designs and delivers comprehensive training and technical assistance to ensure effective adoption and consistent use of the GMS across internal and external stakeholders.
  • Develops guidance for uses and system-enabled controls to ensure uniform application of policies and procedures.
  • Other duties as assigned.

Work environment will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met. You will likely work a hybrid schedule with a combination of in-office and remote work.
