This position provides executive leadership for technology systems, digital services, and operational support that help agencies meet their missions. The role focuses on aligning technology investments with strategic needs while improving service delivery and user experience. As a Delivery Center Chief Information Officer (CIO) for the General Government Delivery Center, you will perform the following duties:
- Technology Leadership: Guide technology strategy, digital services, and operational planning for supported agencies
- Service Delivery Oversight: Direct application development, product delivery, customer support, and service management functions
- Cybersecurity Coordination: Collaborate with security experts to protect systems, data, and digital platforms
- Data and Portfolio Governance: Oversee data services, technology portfolios, and performance measures for key initiatives
- Financial and Vendor Management: Manage budgets, technology contracts, and vendor relationships effectively
- Workforce Development: Support staff training and promote a user-centered, customer-focused service culture

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, three days in office and two days telework. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications
Minimum Experience and Training Requirements:
- Nine years of professional information technology experience that includes three years in a managerial capacity and a bachelor's degree; or
- Thirteen years of professional information technology experience that includes three years in a managerial capacity; or
- An equivalent combination of experience and training that includes three years in a managerial capacity.
Additional Requirements:
- You must have six years or more of experience establishing and maintaining executive-level partnerships across business units, technology organizations, vendors, and stakeholders to support technology strategy, demonstrated through measurable improvements in service delivery.
- You must have six or more years of experience leading organizational or operational transformation initiatives that modernized technology delivery practices, operating models, governance, or service delivery processes.
- You must have experience leading multidisciplinary technology teams responsible for application delivery, infrastructure, customer support, cybersecurity, and other enterprise technology functions.
- You must have three or more years of experience implementing modern technology delivery practices, such as product management, agile delivery, user-centered design, service management, Dev Sec Ops , and continuous improvement.
- You must have ten or more years of experience leading cross-functional teams or technology organizations by coordinating resources, resolving organizational issues, and managing competing priorities to achieve strategic objectives.
- You must have six or more years of experience managing enterprise technology portfolios, programs, and digital products involving multiple business units or agencies.
- You must have three or more years of experience developing, managing, or overseeing technology budgets, investment planning, or financial governance for enterprise technology services.
- You must be able to perform essential job functions.
