Position: ICAM Deputy Program Manager (REMOTE) with Security Clearance
Koniag IT Systems, LLC, a Koniag Government Services company, is seeking a ICAM Deputy PM with a Secret security clearance to support KITS and our government customer. The position is remote. Koniag IT Systems, a Koniag Government Services company, is seeking an experienced Deputy Program Manager (Deputy PM) to support a critical Government Identity, Credential, and Access Management (ICAM) initiative. The Deputy PM will assist in leading a large-scale effort to enable approximately 600 NIPRNet applications onto the centralized ICAM technical stack-leveraging Okta for Identity Provider (IdP) services and SailPoint Identity IQ (IIQ) for Identity Governance and Administration (IGA)-in direct support of the customer's Zero Trust Execution Roadmap.

The ideal candidate is a seasoned program management professional with a strong background in federal IT program execution, identity and access management (ICAM), and complex multi-stakeholder coordination. This individual must be a proactive leader capable of supporting day-to-day program operations, managing enablement execution teams, tracking performance metrics, and ensuring contractual deliverables are met on time and within scope. This position requires an active Secret clearance and may require occasional travel to Government facilities.

Primary work will be performed remotely. The Deputy Program Manager will serve as the second-in-command to the Program Manager and will assume full program management responsibilities in the PM's absence. This individual plays a central role in the day-to-day execution of a 12-month, high-velocity effort to systematically onboard ~600 pre-registered NIPRNet applications into the ICAM ecosystem. Operating at the intersection of program management, technical coordination, and stakeholder engagement, the Deputy PM ensures that all contract deliverables, performance metrics, and compliance requirements are met in accordance with the applicable DoD policies.

Principal responsibilities will include but are not limited to:
* Assist the Program Manager in overseeing all aspects of the ICAM Application and Systems Enablement Task Order, including scope management, schedule management, resource allocation, risk management, and quality assurance.
* Support the development and execution of the overall enablement strategy for approximately 600 NIPRNet applications, ensuring alignment with the DoW Zero Trust Execution Roadmap and ICAM PMO guidance.
* Coordinate and manage enablement execution teams, dynamically adjusting team composition and size based on project phase, workload, application complexity, and required technical specialties to maintain operational velocity.
* Oversee the initial 90-day comprehensive triage of all ~600 pre-registered applications, ensuring triage findings, risk logs, and pathway determinations are accurately documented in the A012 Enablement Tracking Database.
* Monitor and report on program performance using the A012 Enablement Tracking Database and A013 Metrics Dashboard, ensuring dashboards are current, accurate, and available to Government stakeholders in real time.
* Serve as a primary point of contact for the Contracting Officer's Representative (COR), ICAM Program Management Office (PMO), and Application Owners (AOs), managing relationships, escalations, and stakeholder communications across all levels.
* Manage the Application Owner Escalation Matrix process, ensuring all contractor engagement attempts are properly documented, escalations to the COR are timely and accurate, and non-responsive applications are transitioned to Government-Induced Hold (GIH) status per established protocols.
* Oversee the development and maintenance of all Contract Data Requirements List (CDRL) deliverables, including program management reports (A-series), technical reports (C-series), and any shared O&S deliverables (B-series), ensuring they meet quality and timeliness standards.
