ITPA- Application Architect

The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems. This position is with the Agency Services area of DTMB.

This position functions as an Office of Child Support Analyst for web applications in the Michigan Child Support Enforcement Systems Area. The applications ensure that custodial and non‑custodial parents have access to current, up‑to‑date information on their support cases, promoting a higher quality of life for children and aiding in the development of stable family lives.

Responsibilities include providing production support, evaluating potential solutions, developing alternative solutions, recommending technical modifications, and designing, developing and maintaining applications across multiple platforms. The analyst will use Oracle PL/SQL, Java web technology, and SharePoint technologies to analyze, document, and maintain the MiCASE application and future web applications.

The office is located in Lansing, MI. The State of Michigan requires relocation for out‑of‑state applicants. DTMB offers a hybrid work option: two days working on site at the official work location and three days of remote work per week.

• Bachelor’s degree with 21 semester (32 term) credits in one or a combination of computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management, or mathematics.
• Associate’s degree with 16 semester (24 term) credits in computer science, information assurance, data processing, computer information systems, data communications, networking, systems analysis, computer programming, IT project management, or mathematics plus two years of experience as an application programmer, computer operator, or information technology technician, or two years (4,160 hours) of experience as an Information Technology Student Assistant (may substitute for the education requirement).
• Alternatively, high‑school completion plus four years of experience as an application programmer, computer operator, information technology technician, or four years (8,320 hours) of experience as an Information Technology Student Assistant may substitute for the education requirement.

• Two years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 role.
• Experience as an application programmer, computer operator, or information technology technician, or experience as an Information Technology Student Assistant is acceptable for the associate’s degree pathway.

Sign‑on bonus of up to $2,500, with up to $1,250 paid upon hire and the remainder paid after satisfactory completion of the 12‑month probationary period (not available to current state employees).
