The Division of Technology Services (DTS) is recruiting for an IT Manager I for the Department of Alcoholic Beverage Services IT team. As a member of the unit’s management team, you will serve as a key leader for software application development, portfolio management, and IT project delivery for the Department of Alcoholic Beverage Services, which is responsible for regulating and managing alcohol within the State of Utah.
This position fills the role of Release Train Engineer (RTE) for the DABS application development portfolio and directly manages 4-6 Dev Ops and QA staff. The IT Manager I partners with the IT Director, two development teams, and agency Business Analysts to ensure that operational issues are appropriately prioritized, new development is thoroughly scoped and tracked, and PI commitments are met.
Key Responsibilities Portfolio and Project Management- Own the full application portfolio spanning approximately 14 in-house developed applications, Microsoft Dynamics 365 Finance & Operations, and D365 Commerce (eCommerce), plus integrations with third- party systems
- Scope features and projects in collaboration with developers and business analysts — this includes writing or facilitating the writing of Jira features and user stories, adding story point estimates, and ensuring acceptance criteria are defined before work begins
- Drive PI planning preparation: gather capacity, facilitate feature prioritization with product owners, and negotiate scope with agency stakeholders
- Hold developers and Dev Ops staff accountable to sprint and PI commitments — track progress in Jira, follow up on stale items, and elevate risks before they become delays
- Maintain portfolio visibility through documentation artifacts, risk registers, and quarterly executive reporting to DABS leadership
- Identify and surface technical debt, security risks, and architectural concerns in terms that non-technical leadership can evaluate and prioritize
- Own and continuously improve the SDLC workflow:
Jira status conventions, pull request and code review processes, production deployment notifications, and the transition toward CI/CD practices - Ensure that work initiated in Jira flows correctly through Azure Dev Ops pipelines and that ticket status accurately reflects real- world progress
- Define and enforce intake processes so that operational requests are triaged, documented, and prioritized before being worked
- Coordinate DTS activities with contracted vendors including BHS (Accenture) for D365 F&O upgrades and X++ customizations, Lumovy for D365 Commerce eCommerce implementation, and other third- party support teams
- Manage vendor deliverable review cycles, track FDD (Functional Design Document) status, and elevate vendor risks to the IT Director
- Coordinate Archer security assessments for vendor- managed systems
- Directly supervise 4-6 Dev Ops, QA, and intake staff: assign work, monitor performance, conduct reviews, and initiate corrective action as needed
- Partner with the IT Director on hiring, onboarding, and professional development
- Facilitate standup, retrospective, and PI planning ceremonies in the RTE role
- Develop working knowledge of DABS business processes and how they map to applications — including warehousing, finance, purchasing, point- of- sale, and eCommerce
- Distinguish between application bugs, business process failures, and user error when triaging operational issues
- Coordinate with the Agency Information Security Manager (AISM) on security incidents, risk acceptance reviews, and policy compliance
