The Department of Environmental Quality (DEQ) has an opening for an Electronic Business Project Manager to join an amazing team with incredible meaningful work and work/life balance. DEQ is seeking a driven Electronic Business Project Manager to play a critical role at the intersection of environmental strategy and technical execution. In this role, you will lead a complex software development initiative that aligns DEQ’s agency goals with IT solutions.
Collaborating closely with key internal stakeholders and the Division of Technology Services (DTS), you will turn a DEQ strategic priority into operational reality.
This is a full-time, time-limited position with an anticipated duration of approximately three years. Current DEQ employees are encouraged to apply, as this role is eligible for consideration under the Career Mobility Program.
Key Responsibilities- Lead the overall project including scope, schedule, and budget;
- Coordinate with stakeholders and technical teams; review work to ensure that system meets quality and operational requirements;
- Partner with DTS for needed technical resources;
- Evaluate recommendations from technical staff in determining the priority of phases/modules to be developed;
- Plan and prepare status reports to the appropriate stakeholders;
- Coordinate the detailed work plan and track progress. Refer progress constraint issues and standards exceptions, scope and resource adjustments to appropriate agency management, project leads, committees, and DTS as needed. This would include obtaining approvals for requirements and deliverables.
- Coordinating the development of comprehensive plans; ensuring alignment with agency goals and policy.
- Identifying and defining opportunities for system enhancements to optimize business processes and meet the changing strategic needs of the agency.
- Serve as a subject matter expert for employees and stakeholders.
- Participate in committees or task forces to support agency initiatives.
- Research to optimize programs and resource allocation.
- Coordinate activities and implementation with private providers or other governmental entities.
- Analyze the impact of new or modified software on existing systems.
- Adapt automated system(s) to to address complex, unique agency requirements.
The ideal candidate will have IT and project management (PM) experience with knowledge of DEQ or environmental permit process. The candidate will be an excellent communicator, detail oriented, extremely organized, and have strong leadership skills with systems-level thinking.
Minimum Qualifications- Demonstrated experience managing projects, preferably within software development or IT environments.
- Proven history of serving as a core contributor or manager on successful system, software, or process implementation teams.
- Practical working experience within Information Technology (IT) and a strong understanding of software delivery processes.
- Ability to evaluate how individual components, processes, and software updates impact broader agency-wide systems and business operations.
- Demonstrated ability to convene cross-functional teams, coordinate diverse stakeholder interests, and drive alignment toward common technical goals.
- Outstanding written and verbal communication skills, paired with exceptional organizational habits and strict attention to detail.
- Bachelor’s degree or higher.
- PMP (Project Management Professional), Agile/Scrum Master, or an equivalent project management certification.
- 5+ years of professional experience operating within Information Technology, environmental quality, or related public-sector/regulatory domains.
- Direct experience with environmental permitting processes, regulatory compliance systems, or associated state/federal workflows.
