Job SummaryWe are looking for an experienced Project Manager / RMF Compliance Lead to serve as the single point of accountability for a federal government IT program supporting the U.S. Army Corps of Engineers (USACE), Walla Walla District. This is a dual‑scope role: approximately half Program Management Office (PMO) leadership and half hands‑on RMF/eMASS ownership. You will manage Agile sprint delivery and Government reporting while also owning the RMF authorization package, continuous monitoring, and eMASS compliance for the program.
Key Responsibilities- Serve as single point of accountability to the Government's COR and Technical Point of Contact (TPOC), responding to all messages within two business days
- Lead two‑week Agile sprint cycles, including sprint planning documentation and progress updates
- Ensure delivery of a minimum of ten (10) Minimum Viable Products (MVPs) quarterly and four (4) major feature releases annually
- Own delivery of the comprehensive Project Management Plan (PMP) within 45 days of contract award
- Prepare and deliver the Monthly Progress and Invoicing Report, detailing completed work, tasks in progress, and associated costs
- Develop, update, and maintain the RMF authorization package (SSP, COOP, IRP, System Design Documents) and manage the system authorization boundary
- Own and maintain all required compliance artifacts, control implementations, and documentation within the eMASS system
- Maintain an up‑to‑date Plan of Actions & Milestones (POA&M), tracking remediation against required timelines (Critical/High: immediate; Moderate: 60 days; Low: 120 days)
- Support annual FISMA reporting requirements as directed by the Civil Engineer Corps Institute (CECI)
- Coordinate across the DBA, Developer, and Dev Sec Ops /Cloud team members to ensure integrated, on‑schedule delivery
- Maintain a complete list of required software/hardware from the CIO/G6 Approved Products List (APL) within seven calendar days of contract award
- U.S. Citizenship required
- Minimum active Tier 1 (or higher) federal background investigation, favorably adjudicated, prior to start
- Bachelor's degree in a related field or equivalent experience
- Minimum 5 years of program/project management experience on federal IT contracts
- Demonstrated experience managing RMF authorization packages and the eMASS system
- Demonstrated experience managing Agile/Scrum software delivery teams
- Strong understanding of RMF, ATO, and DoD/Army/USACE cybersecurity compliance processes
- Excellent written and verbal communication skills for technical and non‑technical stakeholders
- PMP or similar project management certification
- Prior experience managing USACE, Army, or other DoD RMF/Assess‑Only ATO programs
- Experience with DoDAF architecture documentation
- Familiarity with AWS Gov Cloud and CWBI‑style cloud environments
- Active Tier 1+ background investigation prior to start
- CompTIA Security+ or DoD 8140‑approved equivalent required within six (6) months of contract start
- (ISC)² CISSP or PMP desired
