This position offers the option to work remotely up to 5 days per weekand will be headquartered atone of the DPH central or regional offices . This schedule may vary depending on training and operational needs.

As the Data Access Specialist, you will be responsible for managing data requests and data access requests for the DPH Data Resource Center which includes:

  • Overseeing and tracking all aspects of data requests. This includes responding to questions about available data, explaining the division’s data request process, ensuring Data Use Agreements are completed, following up to ensure requests are filled and invoiced, etc.
  • Participating in the development and maintenance of the new Data Request Tracking System. This may include developing business requirements, working with developers to ensure business needs are met, testing updates, and helping to provide training and technical assistance to users.
  • Performing project coordination activities of hundreds of data requests every year.
  • Building customer relations with internal DHS staff, other state agency representatives, and external business partners. Supporting communications around data requests.
  • Providing guidance and input to data governance bodies, developing data governance frameworks, ensuring data privacy.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction.

The position is classified as a Research Analyst – Advanced and is in pay schedule and range 08/03.

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

Qualifications

Minimally qualified applicants will have all of the following:

  • Experience developing or supporting data governance frameworks or data governance bodies across an organization with numerous data sources throughout the data lifecycle.
  • Experience organizing and managing data sharing requests or developing and managing data sharing agreements.
  • Experience providing guidance or technical assistance to data-related staff (e.g., requestors, stewards, owners, etc.) on data sharing process.

Well-qualified applicants will also have one or more of the following:

  • Experience working with and guiding others to work with confidential information and maintaining confidentiality of sensitive information.
  • Experience with project management or coordination (i.e. planning, monitoring results, change and quality improvement projects, recommending alternative processes, implementation, evaluation, etc.).
  • Experience collecting data needs and requirements from data requestors, such as translating or interpreting requests, analyzing requests, organizing information, documenting data needs, etc.
