Responsibilities Noblis is positioned to provide technology and operational solutions to senior decision makers in the Department of Homeland Security (DHS) in the Science and Technology (S&T) Directorate. The DHS S&T Directorate is the primary research and development arm of DHS and manages science and technology research, from development through transition, for the Department's operational components and first responders. Established by Congress to provide innovative solutions to the nation's homeland security challenges, S&T is the core source of scientific and engineering expertise for DHS and is uniquely postured to enhance our nation's security and resilience by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise (HSE).

The Senior Program Analyst - Industry will provide senior technical and strategic support to the Department of Homeland Security's (DHS) Science & Technology Directorate (S&T) in designing and institutionalizing S&T's strategic industry engagement model in line with Congressional direction.

This position sits within a front office organization responsible for planning and executing senior-level engagements across industry, interagency, international and Congressional partners. The successful candidate will analyze emerging technology markets, innovation trends, venture capital portfolios, and geographic technology hubs to develop data-driven recommendations on where and how S&T should focus outreach and partnership-building with the private sector. This includes defining and refining S&T-wide approaches for engaging industry partners - including non-traditional vendors - and informing the design of anchor events, round tables, demonstration days, and targeted sessions that feed directly into RDT&E priorities and program pipelines.

The role provides expert guidance to leadership and program offices on positioning S&T as a preferred federal customer for innovative technology companies, ensures engagement strategies are integrated with communications channels and performance metrics, and advises on how industry engagement insights should shape S&T strategy, governance, and portfolio decisions. The successful candidate will be self-motivated, operate well in a matrixed environment, effectively manage competing priorities, and be comfortable translating market intelligence and engagement data into clear, actionable strategic recommendations for senior leaders and nontechnical audiences.

This is currently a hybrid position with a blend of on-site and remote work, requiring staff to be on-site at the DHS S&T client site in Washington D.C. as needed. Applicants must be able to regularly commute to Washington D.C. Responsibilities include, but are not limited to:
* Analyzing emerging technology markets, innovation ecosystems, venture capital portfolios, and geographic technology hubs to develop data-driven recommendations on S&T outreach and partnership priorities.
