Hourly Range: $62.50 - $74.52

Soft Tech Consulting is seeking a driven and self-motivated
Project Manager to lead the successful delivery of modernization, enhancement, maintenance, and production support initiatives for a federal government client. In this role, the Project Manager will oversee the full project lifecycle, including planning, execution, monitoring, and delivery of Agile software development efforts. Responsibilities include coordinating cross-functional technical teams, managing project schedules and deliverables, mitigating risks, tracking budgets and performance metrics, and ensuring adherence to client policies, regulatory requirements, and Software Development Lifecycle (SDLC) standards.

The ideal candidate will excel in stakeholder engagement, team leadership, and delivering high-quality solutions that support mission-critical objectives.

Responsibilities
  • Lead and manage multiple complex IT projects and interrelated work streams using Agile project management methodologies and PMI best practices.
  • Develop, maintain, and monitor integrated program and project management plans, schedules, milestones, dependencies, risks, assumptions, and resource assignments.
  • Provide overall project governance, oversight, and reporting to Government stakeholders, including status reporting, risk assessments, corrective action recommendations, and executive briefings.
  • Maintain project schedules in Microsoft Project and ensure weekly updates reflecting work progress, milestones, resource utilization, and budget status.
  • Manage project financial performance, including cost and schedule management, Earned Value Management (EVM), invoice support, and reporting requirements.
  • Coordinate contractor personnel, technical leads, architects, developers, testers, and stakeholders to ensure successful project execution.
  • Facilitate requirements definition, requirements analysis, impact assessments, design reviews, sprint planning, backlog management, and release planning activities.
  • Identify, track, mitigate, and communicate project risks, issues, dependencies, and schedule impacts.
  • Ensure compliance with clients security, accessibility, quality assurance, and change management requirements.
  • Support development, modernization, enhancement, production support, disaster recovery, application authorization, and continuous improvement initiatives.
  • Coordinate communication among Government leadership, technical teams, business stakeholders, external partners, and subcontractors as applicable.
  • Ensure timely delivery of project deliverables, documentation, reports, presentations, and work products.
Qualifications
  • Bachelor's degree in Information Technology, Computer Science, Business, Engineering, Project Management, or related field.
  • 7+ years of experience leading large-scale IT software development or application modernization projects.
  • Demonstrated experience managing Agile software development projects and cross-functional technical teams.
  • Project Management Professional (PMP) certification or Program Management Professional (PgMP) certification required.
  • Strong knowledge of PMI PMBOK practices, Agile methodologies, Scrum, project lifecycle management, and Earned Value Management (EVM).
  • Experience developing and maintaining detailed project schedules using Microsoft Project.
  • Experience supporting Federal Government, or other public-sector IT programs preferred.
  • Knowledge of software development lifecycle (SDLC), system implementation, quality assurance, testing, deployment, and production support processes.
  • Understanding of cloud-based environments such as AWS and enterprise application development environments.
  • Experience preparing executive presentations, status reports, risk assessments, project plans, and governance documentation.
  • Strong communication, stakeholder management, leadership, problem-solving, and organizational skills.
  • Ability to manage multiple priorities and deliver results in a dynamic, mission-critical environment.
