Property and Liability Manager- Career Executive

Position Summary

Under the general direction of the Director of the Bureau of State Risk Management in the Department of Administration, this position provides management and direction for the state's Self-Funded Liability and Property Programs as defined in sections 16.865 and 20.865 (1), (f) and (fm) of the statutes. This includes establishing policies and guidelines for all state agencies to ensure that the basic objective of risk management, preserving state assets and minimizing losses to all state agencies at the least possible cost to the state, is met.

Programs under the purview of this position include managing the state's major liability claims and coordinating for legal representation of litigated claims. This position also manages the state's major property claims and coordinates investigations of these claims. The Property and Liability Manager manages the planning, development, and implementation of the state's property and liability loss prevention and control programs.

The Property and Liability Manager assists in negotiating for the purchase of excess commercial property and liability loss prevention and control programs and excess commercial property and liability insurance. The position also assists in developing and preparing "Requests for Proposals" for the State's Broker of Record for placement of the State's excess insurance as needed. The Property and Liability Manager is responsible for managing the development of assessments (referred to as premiums) to be charged all state agencies for the self-funded Liability and Property Programs.

Premiums for FY26 Property and Liability programs totaled approximately $32.25 million.

The Liability and Property Programs provide protection for approximately 75,000 employees and nearly $43 billion in property values respectively. The person in this position must possess a thorough knowledge of the technical aspects of property/liability issues. The work in this position is performed with a high degree of independence subject to administrative review by the Director of the Bureau of State Risk Management and top agency management.

This position may assume the responsibilities of the Bureau Director for the Property and Liability Programs in his/her absence. This position serves as the Supervisor for staff performing property and liability claims adjusting services.

Salary Information

* This classification (Risk Management Manager) is assigned to pay schedule/range 81-02. Starting salary will be between $44.86 per hour and $54.48 per hour ($93,308.80 and $ annually) depending on qualifications, plus excellent benefits.

* A 2-year Career Executive trial period may be required.

* Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas and is not an eligible OPT (Optional Practical Training) employer for F-1 international students. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

This position is located at the Department of Administration State Office Building, 101 East Wilson Street, Madison, WI. DOA offers hybrid remote/office work. This topic can be discussed in more detail during the interview process. The selected employee must report to DOA on average once a week and on short notice as operational needs require. For positions that do allow remote work flexibility, although residency in the State of Wisconsin is not required for permanent positions, it is not anticipated that working outside of Wisconsin or bordering cities will be allowed.

Qualifications

It is critically important that your application materials clearly describe your experience related to the stated job qualifications.

Qualified applicants will have each of the following:

* Experience in property and liability claims management

* Experience developing and administering risk management and insurance program policy and procedure

* Experience with loss control and prevention activities

* Formal leadership experience (e.g. interviewing, hiring, assigning/reviewing work, conducting performance evaluations, etc.)

* Experience using a Risk Management Information System (RMIS i.e. claims database.

Well-qualified applicants will also have at least 2 of the following:

* Experience managing or administering property and liability programs

* Experience preparing request for proposals (RFP's) and/or reviewing vendor and service provider contracts

* Experience working with insurance brokers, agents, or carriers for insurance marketing and placement of coverage policies.

* Professional designation, such as Associate in Risk Management (ARM), Associate in Claims (AIC), Charted Property Casualty Underwriter (CPCU), or similar
